The Colorado Department of Corrections system oversees 20 publicly-run prisons, 4 private prisons, and 18 adult parole locations. Colorado’s prison population reflects a larger national trend; despite a crime rate that has dropped significantly over the last 20 years, Colorado experienced climbing incarceration rates. Combined with a growing population, these climbing incarceration rates meant growing prison populations, which stretched the state’s facilities and its financial resources. Colorado was one of several states to allow private prisons and opened four private prison facilities: Bent County Correctional Facility, Cheyenne Mountain Re-entry Center, Crowley County Correctional Facility, and Kit Carson Correctional Center. However, the state was also one of a handful of states in the United States to take a more direct approach in challenging prison overcrowding by legalizing recreational marijuana usage. Since doing so, both crime and incarceration rates have continued to drop.
While Colorado may be taking a progressive view towards lowering incarceration rates, Colorado’s prison system still contains many intimidating prisons that reflect the old-school punitive approach to criminal justice. Sterling Correctional Facility, a maximum security institution that houses Colorado’s death row, is one example of this approach. Security concerns at Sterling are omnipresent, which can result in things like cancelled visitations, disciplinary procedures, and even lockdowns. While these circumstances are not ideal, they reflect the state’s efforts in balancing humane treatment with ensuring the safety of inmates and guards.
