Virginia is known for its living history. Richmond is one of the oldest cities in the United States and locations like Colonial Williamsburg and the Jamestown Settlement allow visitors to step back in time and experience living history. Founding Father Thomas Jefferson famously encouraged the Commonwealth of Virginia to build its first prison, but capital and corporal punishment were the preferred ways to deal with crime during his time and it took ten years of lobbying for Jefferson to get Virginia to agree to build a penitentiary. The Virginia State Penitentiary accepted its first prisoners in 1800 and was completed in 1804. In fact, until 2011, the Virginia Department of Corrections had its own version of living history; the state’s oldest and longest continually operating prison, the James River Correctional Facility, continued to house Virginia’s inmates. It was closed in 2011 because of budget considerations. The commonwealth still maintains 50 institutions, including 38 correctional facilities, which it needs to handle the more than 30,000 people incarcerated in its prison system.
While initially reluctant to have prisons, Virginia has embraced some of the changes in modern criminal justice, including the supermax prison philosophy. A supermax prison is one designed to hold the worst offenders, a designation that is not really dependent on the crime the offender committed, but more on how the offender has behaved while incarcerated. Inmates who have a history of violence towards guards or other inmates or who are repeated rule breakers may find themselves in Virginia’s Red Onion State Prison, one of the state’s supermax facilities. There, many of the inmates are in segregation, where they spend 23 hours of each day in solitary confinement in a cell.
