North Carolina has one of the largest prison systems in the nation. With 56 prisons holding more than 37,000 inmates, the North Carolina Department of Corrections has over 20,000 employees working in its prisons. Most of these prisons are relatively small, but the close security Bertie Correctional Facility holds 1400 inmates.
These prisons have multiple goals. The first goal is detention; keeping criminals away from the general public. The second goal is rehabilitation. Only by rehabilitating criminals and making them less likely to reoffend can the state accomplish its goal of reducing its prison population. Fortunately, recent policy changes seem to be making a positive impact on the prison population. The overall population has been reduced by 3,000 inmates since 2010. Furthermore, the recidivism rate has declined by 14% in that same time period. What this suggests is that North Carolina’s efforts at changing the prison environment are working. Though this has meant harsher conditions for some inmates at supermax facilities, it has meant less dangerous and challenging conditions for most inmates in the general population at other facilities.
It is well established that community connections and family support are two of the keys to reducing recidivism and improving an inmate’s post-release opportunities. One of the ways that the state of North Carolina is trying to improve efforts to maintain family connections despite incarceration is through the administration of an Offender Family Questionnaire. With the information gathered through this survey, the state hopes to discover what the families of offenders identify as the most difficult burdens to maintaining family relationships with incarcerated individuals, and, where possible, alter programming and visitation to help ease those burdens.
