Pinellas County Jail

Pinellas County Jail, in Clearwater, Florida, is the only jail facility in Pinellas County, Florida, and provides jail services to all of the local law enforcement agencies in the county.  Rather than a single jail facility, the Pinellas Department of Detention and Corrections has five major components: Central Division, North Division, South Division, Support, and Health Services Bureau.  The Department of Detention and Corrections is located next to the Pinellas County Criminal Justice Center.  It is a large complex, comprised of 54 acres of land in Clearwater, Florida, off of 49th Street and between Ulmerton Road and Roosevelt Boulevard. 

The Pinellas County Jail, which is under the supervision of Colonel Paul Halle, is the 28th largest jail in the nation.  Its average daily population exceeds 3,000 inmates.  The jail houses both pre-trial detainees and sentenced offenders.  The Pinellas County Jail is accredited by Detention and Inmate Healthcare professional associations. 

The Pinellas County Jail provides services to inmates.  These services are run through the Program Services Section, the Chaplain Services Program, and in partnerships with various community service providers.  These services include over 400 different program groups and classes in a wide variety of areas, including: substance abuse prevention, anger management, GED, criminogenic centered programming, discharge planning assistance, and other self-improvement opportunities.  The Chaplain Services Program provides pastoral care and religious services to inmates at the Pinellas County Jail, including over ninety worship services and Bible studies are provided by volunteers each week to jail inmates as well as spiritual counsel, moral support and practical guidance for inmates experiencing personal or family problems. 

Inmate Health Care is provided by the Medical Section, which is staffed by professionally trained, licensed, and certified medical personnel and adheres to the Standards for Health Services in Jails, set by the National Commission on Correctional Health Care.  Medical Services include: health care, dental care, and mental health care.  The Medical Section has an x-ray room, dialysis facilities, dental chairs, 20 negative pressure isolation cells, a mental health clinic, and a trauma clinic.  Inmates who are receiving medical services can still participate in video visitation and may be able to attend court via video. 

The Pinellas County Sheriff’s Department works with Pinellas County Safe Harbor to divert homeless people out of the criminal justice system.

Generally, inmates cannot receive mail or in-person deliveries of personal items.  Instead, personal items must be purchased through commissary.  The exception to this rule is medically necessary items or equipment.  An inmate must submit a form 82, requesting authorization for delivery of medically necessary items, and have that request approved before being able to receive delivery of any personal items. 

In addition to written mail, Pinellas County Jail inmates can now receive electronic messages.  Inmates can access messages through kiosks in their housing areas.  Incoming messages are limited to 3,000 characters and outgoing messages to 1,000 characters.  There is a $.50 fee per message.  You can purchase a block of messages, which costs $10, though the SmartDeposit website at www.smartdeposit.com

(727) 464-6415.  That is the Pinellas County Jail administrative number for general inquiries.  The program services number is 727-453-7358.   Inmates cannot receive calls, but if you need to leave an emergency message for an inmate you can contact the social worker assigned to the inmate’s housing unit at the administrative phone number. 

Inmates may receive mail through the U.S. Postal Service and through private delivery services.  U.S. Mail is delivered to the jail Monday through Friday.  All incoming mail is opened and searched for contraband, including mail marked legal mail, which is opened in the inmate’s presence.  Mail may only contain paper products, cannot be oversized, and cannot contain more than ten 4 x 6 photographs.  Any mail violating those rules will have its entire contents returned to sender.  Inmates can receive magazines, newspapers, and books, but they must be sent directly from the publisher.  Inmates cannot receive commissary money through the mail and cannot receive any cash through the mail.

Pinellas County Jail does not maintain an online mugshot database, and its inmate list does contain mugshots or booking photos of inmates.  However, their Facebook Page does contain a mugshot gallery.  In addition, the Tampa Bay Mugshots website has booking photos of people in Pinellas, Hillsborough, Manatee, and Pasco Counties.

Pinellas County Jail Visitation

As in all jail facilities, visitation is highly controlled at Pinellas County Jail facility.  All visitation is video visitation.  The Video Visitation Center is located at 14500 49th Street North in the Pinellas County Jail Administration Support Building.  All visits must be scheduled no later than midnight the day prior to the visit and can be scheduled up to one week in advance.  All visitors, including minors, must be scheduled.  All visitation reservations are on a first-come, first-serve basis.  Reservations can be made online at www.PCSOWEB.com/Onlinevisitation.  If you encounter any technical issues making reservations, you can contact the helpline at 727-464-6842, but you cannot make reservations over the helpline.

Visits are limited to a total of three people and two of those people may be adults.  Minors must be accompanied by an adult.  To visit, all adults must provide a valid photo identification

The visitor centers operating hours are from 11:30 AM to 3:15 PM and 3:45 PM to 7:40 PM, Monday through Friday.  Those operating hours are broken into appointment times.  Each visit is 40 minutes in duration.  Visits can begin at: 11:30 AM, 12:30 PM, 1:30 PM, 2:30 PM, 4:00 PM, 5:00 PM, 6:00 PM, and 7:00 PM. 

Although visits are non-contact and via video, visitors must still follow rules in order to visit with an inmate.  Visitors cannot bring food, drink, tobacco, alcohol, drugs, or weapons into the visitation center.  Visitor clothing must be tasteful, and whether or not clothing is tasteful is at the discretion of the visitation supervisor.  Visitors may have cell phones or other electronics, but they must be turned off for the entire duration of the visit.  Visitors can only visit with the inmate they are signed up to visit.  No disruptive or disrespectful conduct will be tolerated.    

Pinellas County Jail Inmate Phone Privileges

Inmates cannot receive incoming phone calls.  If you need to get a message to an inmate, you can contact the social worker for that inmate’s housing unit.  Inmates have access to phones in their housing areas for outgoing phone calls.  These phone calls must be collect calls.  The Pinellas County Jail does not have a system for providing inmates with phone call credits.

Pinellas County Inmate Trust Accounts

Pinellas County Jail uses MyCarePack.com for inmate trust accounts and commissary services.  You can deposit money to an inmate’s commissary account in several ways: via money order at the visitation center, by phone, online, or at the kiosks in the visitation center.  To deposit money using a money order, the money order must contain the inmate’s full name, docket number, and housing assignment.  To deposit money by phone, you can call 1-866-394-0490.  To deposit money using a credit card, you can go to www.mycarepack.com or use one of the kiosks located in the lobby of the visitation center. There is a fee for credit card deposits by phone, online, or using the kiosks.  You can also visit MyCarePack.com to make commissary purchases for inmates, where you buy specific commissary items rather than placing money on the inmate’s trust account.

It is important to understand that all non-federal inmates booked into the Pinellas County Jail, except for in-transit detainees, inmates who are there only for paperwork, and Florida Department of Corrections inmates, are charged a $20 non-refundable Inmate Subsistence fee while at the Pinellas County Jail Facility.  This fee is similar to a booking charge and is a one-time, rather than a recurring fee.  This fee will be deducted from any deposits made to the inmate’s accounts and will carry over for a period of three years from the date that the debt was first incurred.  

In addition, inmates will be responsible for a $10 co-payment for any medical non-exempt visits for medical care initiated by the inmate.  Non-exempt visits include medical, psychiatric, and dental services requested by the inmate and resulting in a Sick Call visit. Exempt visits include: those initiated by medical staff or detention staff; treatment of injuries occurring as the result of an assault, use of force, accident, or inmate fight; medical screenings; visits to the clinic for chronic conditions; and medication services. 

Post Bail or Bond in Pinellas County

Pinellas County will accept bond payments of up to $2,500 through the GovPayNow program. The Pay Location Code for inmate bond payments is 6343.  There is a non-refundable service fee added to all transactions.  Cash bonds are accepted in the full amount of the bond.  TO post a cash bond, you must present a photo i.d.  No personal checks are accepted for cash bonds and all bank checks, traveler’s checks, and money orders must be made payable to the Clerk of the Circuit Court.  Pinellas County accepts surety bonds from registered bonding agents.  You can find a complete list of all registered bonding agents outside of the Public Lobby area of the jail.

Some inmates may be detained because of child support arrearages.  An inmate can purge the child support payment in order to help facilitate the inmate’s release.  Child support purges are accepted in the full amount of the purge using cash, cashier’s check, money order, or traveler’s checks.  You must present a photo I.D. to pay a purge.  All bank checks, travelers checks, and money orders should be made payable to the Clerk of the Circuit Court.  No personal checks or surety bonds will be accepted for child support purges.  Bond and purges should be paid separately.  You can also use the GovPayNow system to use a credit card or debit card to pay child support purges.  To make those payments, you need to have the defendant’s name, the defendant’s docket number, the case number, and the Pay Location Code, which is 6143 for inmate child support purges.  You can pay by credit or debit card online, by phone at 1-877-392-2455, or in person at the Pinellas County Jail Bond Counter.
