The Payne County Detention Center (also known as the Payne County Jail) is located in the city of Stillwater, Oklahoma, and has a total capacity of 404 inmates. The jail is located in the same building complex as the Payne County Sheriff’s Office and the Payne County Courthouse. The current Jail Administrator is Captain Reese Lane.
Payne County was founded in 1890. The county is located in the north central area of Oklahoma and covers approximately 697 square miles. As of the 2010 census, the population of the county was 77,350 people. The county seat is located in the city of Stillwater.
Stillwater is located about 65 miles northeast of Oklahoma City and houses the main campus of the Oklahoma State University, as well as branches of the Northern Oklahoma College, Meridian Technology Center, and the Oklahoma Department of Career and Technology Education. As of 2012, the city population was estimated to be 46,560. Stillwater is located in the area popularly known as "tornado alley" and is roughly 28 square miles in size.
The Payne County Detention Center holds adults awaiting trial and transport to state corrections facilities. The center offers several programs to inmates including GED classes and state certified testing, family parenting classes, drug and alcohol education, and anger resolution. The center conducts arraignments by video terminal to the courtrooms, which reduces inmate transfers to and from the jail, making the courtroom and the community safer.

Inmates may receive mail through the U.S. Postal Service and through private delivery services. All personal mail is opened and checked for contraband prior to being delivered to the inmate. All outgoing mail is inspected.
Inmates cannot receive property through the mail, such as clothing or hygiene items. These items must be purchased from the jail’s commissary.
All mail must include the sender’s full name and address on the outside of the envelope. Mail with the following items will NOT be delivered to inmates:
-Greeting cards with musical components
-Newspapers, magazines or clippings
-Items with glitter, lipstick, perfume/cologne or stickers
-Suggestive or pornographic photos

Inmates can receive new paperback books, but they must be sent directly from the publisher or distributor to the inmate.
Inmates are allowed to have a maximum of three photos in their possession at any time. Additional photos can be stored in an inmate’s personal property and exchanged on request.
Inmates may purchase envelopes and writing materials through the inmate commissary service; indigent inmates may order these materials on a routine schedule, with costs being debited from the inmate’s account.

The jail will accept an incarcerated person’s prescription medication and reading glasses, if these are dropped off in person, at the lobby window of the Sheriff’s Office Monday through Friday from 9:00 a.m. to 3:30 p.m.
Inmates cannot release their property in person or through the mail. Instead, if an inmate wishes to release property to a designee, the inmate fills out a Property Release form. The completed form is entered into the system and the designee can pick up the property from the lobby window of the Sheriff’s Office Monday through Friday from 9:00 a.m. to 3:30 p.m.

Inmates of the Payne County Detention Center can be found by searching the Oklahoma Statewide VINE website. To more quickly locate an inmate, click on the “Open Advanced Search” link, then select the Payne County Sheriff’s Office option from the Facility Name drop down. An Inmate Account is established by the detention center when a person is incarcerated. These accounts provide funds to inmates for the purchase of personal items (through the commissary) and services (e.g. barber, medications or facility fees), provided the inmate is not under disciplinary sanctions.
The jail provides multiple ways for inmates to receive funds:
A kiosk for deposits is located on the first floor of the Payne County Courthouse, located at 606 S. Husband Street, Stillwater, OK 74074. U.S. currency as well as debit/credit card deposits can be made during court hours, Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding holidays. The kiosk service provider charges a nominal fee for each deposit transaction. There are no limits on deposit amounts and funds are available to the inmate shortly after deposit.
Funds can be deposited into an inmate’s account through TigerCommissary.com with a debit, credit or prepaid card with a Visa, MasterCard or Discover logo. A 10% processing fees is associated with transactions. Deposits amounts must be between $20 and $150, with a maximum weekly deposit per inmate of $500. Money orders and cashier’s checks made payable to the Payne County Sheriff’s Office with the inmate’s full name on the memo line, can be mailed to the jail for deposit into the Inmate’s Account. Commissary items (such as snacks, hygiene products, clothing, etc.) can be ordered by inmates through the telephones in their housing units. Commissary orders are placed on Tuesdays and are delivered to inmates on Thursdays. Inmates can purchase a maximum of $75 per week from the commissary. Medical personnel might prohibit inmates from making certain purchases because of health concerns.
Family and friends wishing to visit an inmate must be on the Inmate’s Visitation List. Inmates are given the opportunity each week to update their visitation list. Jail staff cannot add visitors to an inmate’s list without the inmate’s authorization. Visitors wishing to be added to an Inmate’s Visitation List, should write the inmate, providing their full name, and request that they be added to their list.
Each adult visitor and any accompanying minors must register upon entry to the facility. All visitors age 18 years and up must be able to present a valid, government-issued, picture identification (ID). All minors must be accompanied by their parent or legal guardian and proof of parent/guardian status (e.g. child’s birth certificate, custody papers, etc.) will be required.
Visitors must be dressed appropriately for the jail. Following are the visitor’s dress requirements:
-Visitors are expected to be fully dressed in appropriate conventional clothing that is not unduly provocative, suggestive, or revealing.
-No clothing with gang, obscene, or distracting messages, shapes, or designs.
-No clothing that resembles security uniforms.
-No clothing that exposes the stomach, back, shoulders, chest, midriff, or underarms.
-No hats or other head coverings such as do-rags, bandanas, etc.
-No “sagging” of pants. Undergarments must not be visible.
-Shorts must be fingertip or longer in length.
A maximum of three visitors are allowed per inmate visit, one of which must be an adult. Children must be attended at all times. Visitors with unruly children will be asked to leave.
Visits occur through video terminals. Visitors must remain seated in their assigned station at all times during the visit, and conduct themselves in an appropriate manner. Profanity, loud or disrespectful comments, disruptive behavior, or threats of any kind will result in termination of the visit.
A person who was booked into Payne County Jail within the last year will not be allowed to visit a current inmate. A visitor who appears to be under the influence of drugs or alcohol will not be permitted a visit and may be subject to arrest.
All visitors are subject to search. No personal items may be taken past the lobby area. This includes food and/or drink items and tobacco products. The facility does not have any storage lockers available for visitors. Cell phone use is prohibited in the visitation room.
Inmates are allowed one 10-minute visit each week. Visiting hours are from 8:30 a.m. to 11:00 a.m. on Wednesdays. Visitors must be signed in by no later than 10:30 a.m. and provide their full physical address when they sign in. Any inmate that is on the Wednesday 9:00 a.m. court docket will not receive a visit.
Inmates cannot receive incoming phone calls. General population inmates have access to phones in their housing units until 10:00 p.m. each day for outgoing phone calls; access to telephones for protective custody inmates will vary. Outgoing phone calls must be collect calls or pre-paid phone calls and are limited to 15 minutes per call. Jail phone calls are monitored and may be recorded. Any attempt to transfer or conference a call will result in the call being disconnected.
Family and friends of inmates can establish a DirectPay telephone account for inmate calls through CityTeleCoin.com. This will allow you to receive phone calls directly from an inmate, though the receiving party still has to accept the call when it is placed. An inmate will be able to call only the number specified with the account, but multiple accounts with different phone numbers can be created, with each call billed accordingly. The cost of each call is deducted from the DirectPay account balance. Call fees vary depending on the jail facility, and the location (and possibly the service provider) of the person being called.
Deposits to DirectPay accounts can be made:
-Online with a credit, debit or prepaid card (with a MasterCard, Visa or Discover logo) at the CityTeleCoin website or by calling 800-682-0707 / 318-746-1114.
-With a money order made payable to CityTeleCoin, which can be mailed to 4501 Marlena Street, Bossier City, Louisiana 71111.
-Through a MoneyGram location. The CityTeleCoin vendor ID is 6444 (Bossier City, Louisiana). MoneyGram charges a separate fee, with applicable taxes, for sending money to this provider.
-Cash deposits can be made directly to CityTeleCoin at their office or at the drive up window located at 4501 Marlena Street, Bossier City, Louisiana 71111. Do not mail cash.
-Minimum deposits, regardless of the form of payment, must be enough for a 15 minute phone call plus the taxes and fees. The system will notify you when your balance is insufficient and someone has made an attempt to call you.

Bail allows an arrested person (defendant) to be released from jail until his or her case is completed.
Bail or surety bonds are written agreements entered into by the individual and his/her sureties (most commonly a bail bondsman) that guarantees the individual will appear in court at an appointed date and time.
For the Payne County Jail, a cash bond, a bonding company or a property bond are the acceptable forms of bond payment. Cash and surety bonds (through a bonding company) are the most common type of bonds issued in the county; on occasion, a property bond may be approved by a judge.

For a property bond, the property must be located within Payne County and the property owner(s) must provide proof that the value of the property is at least four times the value of the bond. Bonding companies provide bonds for incarcerated persons and typically charge a negotiable percentage fee of the total amount of the bond. The person who posted the bond, along with the person who was bonded out of jail, will need to come in person to the Payne County Detention Center to surrender the bonded person. The person who posted the bond can then request, through the court, that the bond be revoked.
