The Carlton County Jail is located in Carlton, Minnesota which is the county seat of Carlton County, Minnesota.  The Carlton County Jail is a local jail facility, which is run by the Carlton County Sheriff, Kelly Lake.  The jail is just one of the responsibilities of the Carlton County Sheriff’s Office.  In addition, the Sheriff is responsible for enforcing state, local, and federal laws; investigating crimes; apprehending criminals; serving civil process; enforcing court orders and warrants; and dispatching emergency services.

The Carlton County Jail is, like most local jail facilities, a short-term, full-service jail facility.  It holds inmates who have been detained by a number of different law enforcement agencies, not just the Carlton County Sheriff’s Department.  The Carlton County Jail has to hold several different types of inmates: pre-trial, pre-sentencing, and post-conviction.  In addition, as the designated facility for adult detainees, it must hold both male and female inmates.

Like other short-term jail facilities that must process incoming inmates and assign them to housing units immediately, Carlton County Jail has to balance inmate and officer safety with respect for due process.  While many people outside of the correctional setting think of jail as the place that people go once they have been convicted of a crime, the reality is that many people are in jail, not as convicted criminals, but as pre-trial detainees.   This special class of detainee has not been convicted of a crime, but is still being held in a secure facility to ensure that they appear at trial.  It is important that they not be punished for a crime prior to conviction, but it is also important that they not be allowed to create a situation that is dangerous to themselves or to others.   Therefore, the jail needs to be capable of quickly assessing an inmate’s potential dangerousness, even with incomplete facts, in order to assign an inmate to the appropriate housing unit.  These assignments may change as the jail learns more about an inmate’s charges, criminal history, and behavior while jailed.

All mail must have a complete return address, including the sender’s full name.  There should be no other markings on the envelope other than the inmate’s address and the return address.

All inmate mail will be opened and inspected for contraband.  Sending contraband to the jail not only results in the contraband material being confiscated, but might also subject the sender to prosecution.

Any mail that violates facility rules, but is not considered dangerous, will be held until an inmate is released.

-Violent material;
-Nudity in personal photos;
-Racist materials, which are defined as any material advocating the inferiority of an ethnic, racial, or religious group; or Contraband items.

The Carlton County Jail prohibits the following items specifically as contraband:

-Blank Envelopes;
-Electronic or Mechanical Devices;
-Food;
-Gang Related Material;
-Glitter Glue;
-Over- the – Counter Medications;
-Phone Cards;
-Perfume;
-Lipstick;
-Stickers;
-Tape;
-Unused Postage Stamps;
-Weapons;
-Books & Magazines Not Sent From the Publisher;
-Inappropriate or Pornographic Material of Any Kind;
-Inappropriate or Pornographic Photos of Any Kind; and
-Street drugs.

Most inmates are able to receive newspapers, magazines, and soft-cover books, as long as they are sent directly from the publisher.  Even if sent from the publisher, certain publications must be prohibited.  As with personal mail, any item with content that is likely to cause any type of disruption or safety risk should not be sent to the jail.

Jail Visitation

Visiting hours are from 1:00pm to 5:00pm for male inmates and 6:30 to 10:00pm for female inmates, on Tuesdays and Saturdays.  In addition, there are holiday visits on Christmas Day, New Year’s Day, Thanksgiving, and Easter.

Inmates may be placed on special status and have their visitation schedule changed.

The Carlton County Jail’s visitation rules are as follows:

-Visits are 30 minutes for each inmate.
-There can be a total of two visitors per visit.
-No one under the age of 18 can visit unless accompanied by a parent or legal guardian.
-Official visitors, including lawyers, clergy, and police officials, can visit during any reasonable time excluding meal or sleep times.
-All visitors must have picture identification; contact the jail if you are unsure whether your picture identification is acceptable.
-Visitors may bring the following items, and only the following items, to inmates: money and one set of clean clothes.  No other materials can be exchanged during visitation.
-Visitors may not bring any weapons, cell phones, food, drink, or recording devices into the visiting room.
-All visits are monitored.

While the Carlton County Jail does not post a dress code, like most jails it has conservative dress guidelines:

General Jail Visitation Rules:

-All visitors should be dressed in a modest and conservative manner that does not reveal genitals, buttocks, or breasts;
-No halter tops or spaghetti strap tops;
-All females must wear a bra;
-No see through clothing;
-No clothing with holes or tears that would reveal the genitals, buttocks, or breasts;
-No sagging pants or shorts- all pants and shorts must be worn on the waistline;
-No pajama pants or tops;
-No low cut blouses;
-Shorts and skirts should be an appropriate length;
-All visitors must wear actual shoes- no slippers or house shoes; and
-No gang-affiliated clothing, hats, or shoes.

Visitors should not bring contraband into the facility.  Visitors who fail to be respectful in language- cursing, yelling, or are otherwise disruptive may have their visits terminated.  Visitors who are intoxicated will not be permitted to visit.  Visitors may be subject to a background check and, if that background check reveals outstanding warrants, may be arrested.

Inmate Phone Privileges

Carlton County Jail inmates cannot receive incoming calls, but can place outgoing collect calls and calls using phone cards during approved hours.

Inmates can receive incoming messages.  You can call 218-384-4947 to leave messages for inmates.  These messages are not private, will be monitored, and will be deleted automatically.

Carlton County Jail uses Reliance Telephone to provide phone services for inmates.  To set up an account with Reliance Telephone, you can call them at 1-800-896-3201 or visit them online at ww.reliancetelephone.com.  Before opening a telephone account, Reliance Telephone will verify your current address and billing information and may require you to file a Credit Cardholder Letter of Acceptance before authorizing your account.  You can pay for phone accounts with: cash, check, or money order taken physically to the jail facility or mailed to the jail facility; credit card (Visa, MasterCard, Discover, or American Express) by phone or mail; Moneygram Express Payment; wire transfer; debit card; or check card.

Prior to establishing an account with Reliance Telephone, inmates may be able to place collect calls to friends and family, however not all phone services allow incoming collect calls.  Therefore, to ensure that you can communicate with an inmate, you want to set up a phone account through Reliance Telephone.

All phone calls and text messages will be monitored and recorded.

Inmates will be allowed one free two-minute phone card upon completion of booking. Thereafter, calls will be made using the cellblock phones designed for inmates.  The jail will not pay for any long-distance calls.

Inmate phone calls are monitored, and State Law restricts the nature and type of phone calls that inmates can make.  It prohibits lewd, lascivious, filthy, or indecent phone calls, and harassing or abusing phone calls.

Inmate Trust Accounts

Carlton County Corrections Center provides commissary services, also known as canteen, for inmates.  Canteen is to provide inmates the opportunity to buy items that the jail does not supply for free, which includes basic hygiene items.  However, if an inmate has been indigent (no money in his/her canteen account) for 7 consecutive days, then the inmate can submit an indigent form by noon on Thursday for hygiene items including: shampoo, soap, deodorant, toothpaste, and a toothbrush, which will be distributed on Friday.

The Carlton County Jail uses vending machines to provide canteen services for inmates.  Inmates can use these vending machines during their library time.  Use of the vending machines is at the inmate’s risk, and the jail will not issue refunds.   Inmates who have money on their account will be permitted to buy items from the vending machines located in the library on Mondays, Wednesdays, and Fridays during library time.

All canteen money must be placed in the inmate’s trust account. 

You may electronically deposit money into an inmate’s account via www.expressaccount.com, or in the lobby kiosk.

Electronic deposits are limited to a max of $200 dollars every 15 days per inmate.

Any money in an inmate’s account may be taken for outstanding medical co-pay fees, over the counter medication, prescription costs, booking fees, etc. The Carlton County Jail offers a 50/50 split, to go towards any of an inmate’s outstanding costs, while still providing spending money for the inmate.

Bail Information

In Carlton County, Minnesota, you can find out if an inmate is eligible for bail, and, if so, the amount of an inmate’s bond by looking at the inmate’s record.

You may post a cash bond at the Carlton County Jail, at any time.  The jail will not accept personal checks or credit cards for bond.

You may post a cash bond, which is equal to the full amount of the bond ordered.  The purpose of bond is to ensure that a defendant appears at trial, and, as long as a defendant appears, then the full amount of the cash bond will be refunded.

If you do not have the funds to post a cash bond, then you may choose to post a surety bond.  In exchange for a fee, usually a percentage of the total bond, the bail bondsman will act as a surety and guarantee that the inmate will appear at all relevant court dates.  If the defendant fails to appear, then the surety owes the full bail amount to the court.
