The Caddo Correctional Center is a full service jail facility.  It has a capacity of 1500 beds.  Although it is considered a local jail facility, it has to be able to handle a large number of inmates.  It is the largest jail in the Ark-La-Tex area.  It is also the only direct supervision facility in the entire State of Louisiana. Direct Supervision is a jail model that is believed to increase safety for inmates and for jail personnel.   It embraces staff directly interacting with inmates and centralized pod-style housing units, rather than the old-fashioned indirect supervision approach, which generally kept guards and inmates physically separated.  While the risks during conflict may seem greater in direct supervision, research suggests that the risk of conflict is much lower.

The Caddo Correctional Center strives to offer programming for inmates.  This programming serves two functions.  The first function is to reduce recidivism; the goal is to help inmates learn skills and get the education that they need so that they can be gainfully employed.  Another goal is to help inmates develop appropriate skills for handling stressors, thereby reducing the likelihood of criminal behavior.  Another goal of jail programming is to provide recreation and entertainment for the inmates, which reduces boredom and violence.

The Caddo Correctional Center allows inmates to receive the following items, in addition to letters and photographs, in the mail: money orders, up to 15 postage paid envelopes per letter, up to 15 blank sheets of paper and up to 15 stamped envelopes; and only five copied pages from books, puzzle books, or off of the internet.

Inmates cannot receive the following items: checks or cash, Polaroid or Polaroid-style photographs, any type of tobacco product including cigarettes, loose stamps, wooden items, metal items, or plastic items, phone cards, any type of jewelry, cards with ribbons in them, musical cards, cards with plastic in them, envelopes or packages with plastic bubbles, stickers, hard cover books, oversized cards, cardboard cards, handmade cards that have multiple layers, express and/or priority mail.

In addition, inmates cannot receive items with content that is likely to cause any type of disruption or safety risk at the jail.  This includes, but is not limited to: contents with pornographic, obscene or sexually explicit content; any content with any type of racially inflammatory material on it; any content with violent material in it; and any content with any type of escape plans for the facility; and type of gang-related content including images or photos of people showing signs; and any mail to or from a third party.

Inmates are able to receive newspapers, magazines, and soft-cover books.  However, these items must be sent directly from the publisher or a reputable book seller.  In addition, they must follow the guidelines outlined above in terms of allowable and disallowed content.

Inmate Search / Jail Roster

Caddo Correctional Center has a list of its current inmates.  This list is presented by booking date, but you can also search it alphabetically.  Each page pulls up a number of hits and you can select an inmate’s record to find out more detailed information about the inmate.  Once you select an inmate, you get the contact information for where the inmate is currently housed the inmate’s full name, the inmate’s date of birth, the inmate’s race, the inmate’s gender, the inmate’s height, the inmate’s weight, the inmate’s SO#, and the inmate’s jacket #.  You can request a notification when the inmate is released.  You can also print the inmate’s mugshot.   In addition, if you select the “view bookings” button from the inmate’s informational page, you can get a list of the inmate’s bookings, not just for the current incarceration, but also prior incarcerations. If the inmate has a bond amount set, you can view the bond amount in the “view booking” selection as well.   In addition, you may view prior mugshots.

Jail Visitation

Visitation Schedule:

All inmates can visit daily, excluding posted holidays found at the Caddo Correctional Center website.  Visitation hours are:

8AM to 11AM; 1PM to 3PM and 5:30PM to 10PM.

You must sign up to visit 30 minutes before the morning and evening visitation sessions and one hour before the start of the afternoon visitation session.  Registration ends 15 minutes prior to the close of each visitation sessions.

Inmates may have 1-15-minute visit per day, with up to 2 visitors.

If an inmate is housed in the Sick Bay unit, you must call ahead of times and make an appointment for visitation.

Visitation Rules

The Caddo Correctional Center publishes the following rules for visitors:

-No knives, sharp objects, lighters, or tobacco products allowed;
-No electronic devices allowed in the Main Lobby or visitation areas (including cell phones, tablets, etc.);
-No food, gum, or drinks in the housing unit visitation areas;
-All visitors should be dressed in a modest and conservative manner that does not reveal genitals, buttocks, or breasts;
-No halter tops or spaghetti strap tops;
-All females must wear a bra;
-No see through clothing;
-No clothing with holes or tears that would reveal the genitals, buttocks, or breasts;
-No sagging pants or shorts- all pants and shorts must be worn on the waistline;
-No pajama pants or tops;
-No low cut blouses;
-Shorts and skirts must be worn no more than 2 inches above the knee;
-All splits on skirts must start no more than 2 inches above the knees;
-All visitors must wear actual shoes- no slippers or house shoes;
-No gang-affiliated clothing, hats, or shoes;
-Visitors may only have a house key and a locker key in the visitation area;
-No purses, fanny packs, pens, pencils, paper, or mail in visitation room;
-All visitors aged 16 and younger must be accompanied by an adult;
-Children may not be left unattended in the lobby or parking lot;
-Visitors 17 years of age and older must furnish a valid state issued ID or Driver’s License and show proof of residency in the U.S. along with the photo ID;
-Acceptable Identification includes: Driver’s License, U.S. ID, military identification, permanent resident (green card); U.S. passport; foreign passport with a VISA or I-94 proof of US residency;
-All visitors are subject to search;
-No visitors may be on probation or parole;
-No visitors under the influence of drugs or alcohol- you may be arrested if you attempt to visit while intoxicated;
-All children three (3) years of age and older count as visitors;
-Locker rental fees are $.25;
-Inmates may only have 1 visit per day;
-If you are traveling more than 100 miles for the visit, you may get a 30-minute visit, but will need to provide proof of residency; and
-Failure to follow rules can result in you being banned from the facility or subject to prosecution.

Inmate Phone Privileges

Caddo Correctional Center inmates cannot receive incoming calls, but can place outgoing collect calls during approved hours.  If you need to reach an inmate in an emergency, you can contact the jail.  The jail staff may require proof of the emergency and will then determine if the emergency warrants emergency contact with the inmate.

Inmates are allowed to place outgoing collect calls.  Not all phones can receive collect calls, especially from correctional facilities.  Therefore, to ensure that you can get phone calls, you need to set up an account with City Tel Coin, which can be reached at 318-746-1114. 

Inmates can place calls during their recreation times, except for lockdown times.    

Inmate Trust Accounts

Caddo Corrections Center provides commissary services for inmates, which allow inmates to purchase items that are not issued by the jail.  The accounts to pay for these services are called commissary or tablet accounts.

You can put money on an inmate’s account in several ways:

There is a machine located in the Main Lobby of the Correctional Center.  The lobby kiosk machine accepts cash and credit cards.  The funds are credited immediately to the inmate’s account and can be used without a waiting period.

Regardless of the method of deposit, there are two deposit limits that count.  There is a $300 per day, per credit card number limit and a $300 cash deposit limit per day.

You can also place internet commissary order for inmates at www.accesscatalog.com.

Inmates can also use Tablets supplied by Telmate to send and receive messages, receive photos, listen to music, play games, and read books.  You can set up an account with Telmate at www.gettingout.com, and deposit funds for an inmate.

Bail Information

In Caddo Parish, Louisiana, you can find out an inmate’s bail amount by looking at the inmate roster.

Unless charged with a capital offense, all defendants in Louisiana are considered bail-eligible.  However, the amount of the bail may make it prohibitive.  There are four different ways to post bail in Louisiana.

The first method is the cash bond.  A cash bond means that an individual posts the entire bail amount with the Caddo Parish Sheriff’s Department.  As long as a defendant meets his or her court obligations, the entire amount of the bond will be returned, regardless of whether a defendant is found innocent or guilty.  However, if you are posting bond for a defendant, be aware that many courts will let the defendant forfeit some of the cash bond to pay any court costs or fines.

The second method is the commercial bond.  For a commercial bond, you pay a bail bondsman a portion, which happens to be 12%, of the bail amount.  The bondsman then executes an insurance contract and posts the bond for the entire amount.  However, unlike cash bonds, you will not get the portion you paid back.  Instead, the 12% is the bondsman’s fee/insurance premium for the bail contract.  Bondsmen do not have discretion to charge different percentages; the 12% is a state-mandated percentage, which is set by the state’s insurance commissioner.

The third method is a property bond.  You can post the equity value of any piece of immoveable property, such as a house or piece of real property, to satisfy the bond obligation.  You cannot post a property bond for an amount greater than the assessed value minus any mortgage or encumbrances.  Like a cash bond, these bonds are refundable as long as a defendant meets his or her court obligations.  However, there are costs associated with posting a property bond, such as fees to record the lien.

The fourth method of bond is called a personal surety bond.  A friend or family member can promise to make sure a defendant gets to his or her court appearance, or the defendant can be released on his or her own recognizes and make their own promises to appear.
