Facility Information

The Will County Adult Detention Facility is the local county jail facility for Will County, Illinois.  It handles pre-trial detention services for people arrested and detained in Will County, holds inmates after conviction and before sentencing, provides temporary housing for inmates from other facilities who may need to be housed in the Will County Adult Detention Facility so that they can appear in court, and is where inmates who are sentenced up to a year in jail serve their sentences.

The Will County Adult Detention Facility is accredited through the American Correctional Association and the National Commission on Accreditation for Corrections.  The Will County Adult Detention Facility voluntarily complies with 385 nationally accepted standards for adult local detention facilities, which enables it to balance public safety with providing a safe space for staff and inmates.  It is considered an exemplary jail; only 3% of all local jails nationwide have received the same recognition as the Will County Adult Detention Facility.

The Will County Adult Detention Facility opened in March of 1989 and was expanded in May of 2009.  The expansion resulted in a facility that could hold over 1,000 inmates.  It is a podular design, which means that inmate cells are clustered around a common day room, exercise area, and visitation room.  The podular style of construction is part of the direct supervision approach to inmate management.  This approach requires staff to interact in an unobstructed manner with inmates. Not only do the officers responsible for particular pods coordinate pod activities, they also interact directly with inmates.  These officers can reward positive behavior by giving inmates access to outdoor exercise, day room time, and television.  Inmates who exhibit negative behavior may experience negative consequences including lock downs, restriction of activities, or being placed in segregation units.  The goal of both the positive and negative reinforcement is to engage in behavior modification that makes the jail facility safer for both inmates and staff.

Because the Will County Adult Detention Facility is a detention facility, not a correctional facility, rehabilitation is not part of its mandate.  However, the jail still encourages inmates to participate in available programming, which is designed to help them avoid re-incarceration.  The programs used by the Will County Adult Detention Facility are provided by The Center for Correctional Concerns, and funded by various sources, including the United Way.  In addition, the jail has a Social Service Department, which provides information, advocacy, counseling, and assistance to inmates. One of the services offered by the Center for Correction Concerns is an expanded G.E.D. program, which allows inmates to obtain a diploma, increasing their post-release employability.  In addition, the jail offers literacy training for non-readers and English-as-a-second-language classes.  The jail also offers drug counseling, substance abuse classes, and substance abuse recovery lessons.  The Will County Adult Detention Facility has both a full-time and a part-time chaplain, as well as volunteer clergy members from denominations within the community.  Inmates can attend weekly worship services and bible studies, as well as meet one-on-one with the chaplains.

Will County Inmate Search

Will County Adult Detention Facility has an inmate search feature.  This feature allows you to search for inmates by: name, subject number, booking number, booking date range, housing facility, and whether the inmate is currently in custody.  It also pulls up an alphabetical list of inmates who are currently in custody.  If you select an inmate from that list, the file has additional information including: age, gender, race, height, weight, charges, booking origin, total bond amount (if applicable), total bail amount (if applicable).  It does not contain a booking photo.

The Will County Adult Detention Facility does not maintain a list of recent arrests, but it does have an inmate search feature, which allow you to use a booking date range to search for inmates booked in a specific date range.

Visitation

The Will County Adult Detention Facility has video visitation.  To schedule visits, you must contact the Video Visitation Center during visitation hours.  That phone number is 815-774-7950.  You must call the Video Visitation center 24 to 48 hours in advance to schedule your visit. Most inmates get two thirty-minute visits each week.  Video visitation does not work the same way as in-person visitation.  After a visitor checks in for visitation, the visitor is placed in front of a visitation screen, which is connected to a visitation screen at the detention facility.  You will be able to see the person you are visiting and they will be able to see you.  You communicate by talking through a telephone.  Video visitation is similar to services like Skype or Facetime, except that you have to use specific equipment at the visitation center and you must use a phone to communicate, rather than audio pickup through a microphone.

The Will County Adult Detention Facility’s Visitation Rules are:

You must call the Video Visitation Center and schedule an appointment 24 to 48 hours prior to your visit.

Visitation appointments are scheduled on a first come first serve basis and are based on the availability of visitation booths.

There is no visitation schedule by pod or classification; all inmates are eligible for visits any day of the week, as long as there are available visitation booths.

You cannot schedule a visit more than 48 hours in advance.

All visitors must be at least 17 years of age or accompanied by a parent or legal guardian. Only two persons, adult or children, may visit an inmate at one time.

All visitors must bring a valid ID  in order to visit.  Valid ID must contain your current address on it. If you do not have a valid ID you will not be able to visit.

Valid ID includes recognized government-issued photo ID cards that include your date of birth.  Some forms of recognized valid ID include: driver's license, state ID, FOID card, military ID, passport, green Matricula Consular ID ).

Visitors must arrive for visitation at least 15 minutes prior to the scheduled visitation time.

Visitors cannot have been incarcerated at the facility within the last 30 days.

Inmates will not receive visitation privileges until after their first court appearance.

All visitors must be properly dressed.

All visitors must abide by posted visitation rules.

If you are unable to visit, please contact the jail to cancel the visitation.  Missed visits can result in your right to visit being restricted.

Visitation Hours

Visitation Hours are everyday from 9:00am to 12:00pm and from 1:00pm to 5:00pm.  The last time slot to schedule visitation is at 4:20pm.

Inmate Phone Privileges

The Will County Adult Detention Facility uses Securus to provide phone calls for jail inmates.  You can contact Securus online or call them at 972-734-1111.

To use Securus products and services, you have to enroll in Securus Online, which is an online management portal that allows you to manage all of your accounts from a single portal.

Securus offers the following products and services at Will County Adult Detention Center: Advance Connect, Direct Bill, and Inmate Debit.  All three services allow you to pay for inmate calls, but they function differently.  With Advance Connect, you can set up a prepaid calling account, which puts you in control of your spending and ensures that your phone will accept calls from correctional facilities.  Direct Bill allows you receive calls from inmates and have the charges billed monthly.  This option is best for those people with inmates who are sentenced to longer stays, and you have to pass a credit check in order to qualify for a Direct Bill Account.  Inmate Debit is a prepaid calling account, which gives the inmate the ability to pay for his or her own phone calls.  You can add funds directly to an inmate’s calling account without having to set up your own account with Securus.

Inmates can only make outgoing phone calls.  You cannot place incoming calls to inmates at the jail, and Will County Adult Detention Facility does not have an inmate voicemail feature that allows you to leave messages for an inmate.  If you need to reach an inmate in an emergency, you can attempt to so by contacting the Will County Adult Detention Facility at 815-740-1250.  The jail personnel will determine whether or not to ask an inmate to return your call, based on the nature of the emergency.  You may be required to provide proof of the type of emergency you are experiencing.

Inmate Trust Accounts / Commissary

The Will County Adult Detention Facility uses Stellar Services, Inc. and JailATM to service its inmate trust accounts.  Trust accounts are accounts in inmate names, which are specifically designed to let them make purchases from in-jail product providers known as canteen or commissary.  These providers allow inmates to purchase items that the jail does not provide for inmates.  These items vary from jail-to-jail, but frequently include toiletries that are not provided by the jail and snack food items.  Inmates may be able to purchase other, more expensive, items from commissary/canteen as well, depending on availability.

Inmate trust accounts are generally funded by an inmate’s family or friends who are not incarcerated.  The Will County Adult Detention Facility uses JailATM as its online deposit servicer.  Go to www.jailatm.com, and you can make deposits to an inmate’s trust account 24 hours a day, 7 days a week.  To make a deposit online, you need to know the inmate’s name, the inmate’s number, the location of the facility (Will County Adult Detention Facility), and a credit or debit card. There is a service fee for transactions on the JailATM website.

Bail Information

You can find bond and bail on information for specific inmates by searching for that inmate on the inmate search roster.  On the profile, you can find detailed information about the charges against an inmate and bail and bond if it has been set for the inmate.  The Will County Adult Detention Facility uses an online service for bail and bond.  To pay for bail, you can go online to the GovPayNet website; https://www.govpaynow.com/gps/user/plc/4749.

In order to pay an inmate’s bail, you need the following information: defendant’s first name, defendant’s last name, defendant’s middle name, booking number, circuit court case number, additional case number, and the cardholder’s phone numbers.  This system is for payment of cash bail only.  In order to pay bond, you have to use different services.

Inmates may have cash bail or bond set for their charges.  Not all inmates will qualify for bail and not all inmates will have cash bail and bond options.  If bond is an option, then you need to contact the services of a bail bondsman to arrange payment of bail.  For cash bail, the total amount of the bail is refundable as long as the defendant appears at scheduled hearings.  If you hire bail bondsman, then you pay a percentage of the bond, and that is a non-refundable fee that the bondsman takes for the payment.
