The Stewart County Jail is located in Dover, Tennessee which is in Stewart County, Tennessee.  The Stewart County Jail is a local jail facility, which is run by the Stewart County Sheriff, Deryk Wyatt, but is under the direct supervision of jail supervisor Angie Lemons.  In Tennessee, the county sheriff is an elected position.  In addition to being in charge of the local jail facility, the Stewart County Sheriff is responsible for providing emergency response for calls for law enforcement, preventative patrols, public assistance, civil process, and criminal investigations.  Currently, the Stewart County Sheriff’s Office has 29 full time correctional officers at the Stewart County Jail.

Similar to most local jail facilities, the Stewart County Jail is designed to be a short-term, full-service jail facility.  In addition to holding inmates who have been detained by the Stewart County Sheriff’s Department, it holds detainees that have been apprehended and/or are being held by other law enforcement agencies.  The result is a jail population being held on everything from local misdemeanors to federal felonies.  The Stewart County Jail holds both male and female inmates.  In addition, it holds inmates at various points in the criminal justice process: pre-trial, pre-sentencing, and post-conviction.

Short-term jail facilities face a common set of problems.  First, while their inmates may need access to services, such as comprehensive mental health or addiction services, short-term jail placement is not the ideal situation for providing those services.  Generally, inmates will have access to medical care, including emergency mental health care, but will not find quality long-term programming in a short-term facility.  In addition, short-term jail facilities have to classify inmates at intake, often without having any type of comprehensive picture of the inmates.  Therefore, inmates may be moved from their initial housing assignment if their classification changes due to newly discovered information or how they behave while incarcerated.

Stewart County Jail does not post rules for inmate mail on its website.  However, almost all local jail facilities have the same type of rules for inmate mail. We are including those rules below, so that you have the best chance of having your mail comply with the jail rules.

All mail must have a complete return address, including the sender’s full name.  There should be no other markings on the envelope other than the inmate’s address and the return address.

-Inmates cannot receive checks or cash in the mail;
-Inmates cannot receive Polaroid or Polaroid-style photographs;
-Inmates cannot any type of tobacco product including cigarettes;
-Inmates cannot receive loose stamps;
-Inmates cannot receive wooden items;
-Inmates cannot receive metal items;
-Inmates cannot receive plastic items;
-Inmates cannot receive phone cards;
-Inmates cannot receive any type of jewelry;<
-Inmates cannot receive mail with any type of lipstick or perfume on it;
-Inmates cannot receive mail with any type of bodily fluid;
-Inmates cannot receive cards with ribbons in them, musical cards, oversized cards, handmade cards, or cards with plastic in them;
-Inmates cannot receive envelopes or packages with plastic bubbles;
-Inmates cannot receive stickers;
-Inmates cannot receive express and/or priority mail.
-Inmates cannot receive any items with content that is likely to cause any type of disruption or safety risk at the jail, including any pornographic, obscene, or sexually explicit content;
-Inmates cannot receive any type of content that is racially inflammatory;
-Inmates cannot receive anything with violent material in it;
-Inmates cannot receive any content that could be construed as escape plans for the facility;
-Inmates cannot receive any type of weapons or materials that could be used as weapons;
-Inmates cannot receive any type of drugs, whether over-the-counter, prescription, or illegal;
-Inmates cannot receive gang-related material; and
-Inmates cannot receive mail to or from a third party.

While inmates are generally able to receive newspapers, magazines, and soft-cover books, those must be sent directly from the publisher or a reputable book seller.  If inmates receive books, newspapers, or magazines from the publisher, the books should follow the rules outlined for normal mail.

Booking Log / Inmate Roster

Stewart County Jail an online information system to maintain a list of its inmates, which is the Stewart County Jail Roster.  It is updated on a daily basis.  The list is presented alphabetically.  The full list presents a snapshot image of the inmate.  The records include the inmate name, a mugshot/booking photo, age, race, intake date, intake time, class, and visitation information.  However, most visitation information instructs people to call for visitation time.   The list does not give you an option to search, but you can use the find function on your computer (CTRL + F) to search for inmates using any of the listed functions.   When you choose to click on one of the records, you see all of the information available about the inmate on the site, without having to click on an inmate’s individual record.  It gives you the description of the charges against the inmate, as well as any bond amount if one has been set, and any upcoming court dates for each of the charges.

Visitation

Unlike many jail facilities, the Stewart County Jail does not have a list of posted visiting times.  Instead, it instructs potential visitors to call the Stewart County Jail facility for information about visiting times for each inmate.  Different inmates may have different visitation times, and the instruction to call prior to visitation suggests that visits may not be at consistent times or on consistent days each week.  Therefore, call each week prior to visit to ensure that your visitation times are valid.

General jail visitation rules, which may apply at the Stewart County Jail facility include:

Limits on the number of visits per week;

Limits on the length of the visit;

Limits on the number of visit;

No minor visitors allowed to visit unless accompanied by an adult, usually a parent or legal guardian;

All visitors must have picture identification, acceptable identification usually consists of state-issued identification cards, driver’s licenses, VISAs, passports, military identification, and sometimes school identification, but contact the jail if you are unsure whether your picture identification is acceptable;

Visitors may not bring any weapons, cell phones, food, drink, or recording devices into the visiting room, and may not be permitted to bring the items into the jail facility at all;

All visits are monitored and may be recorded; 

Visitors should not bring contraband into the facility, while rules about what constitutes contraband vary from facility to facility, looking at the list of items prohibited in the inmate mail section provides a broad overview of what is generally considered contraband;

Visitors must be respectful in language- cursing, yelling, or are otherwise disruptive behavior result in having a visit terminated and may even result in having visitation privileges revoked;

Visitors who appear intoxicated on drugs or alcohol will not be permitted to visit, may have their visitation privileges revoked, and may even be subject to prosecution;

Visitors may be subject to a background check when entering the facility. 

Although the Stewart County Jail does not post a dress code, general guidelines for jail press codes are listed below:  

General Jail Visitation Rules:

No clothing that reveals genitals, buttocks, or breasts;

No halter tops or spaghetti strap tops;

All visitors must wear appropriate undergarments, including bras for female visitors;

No see-through, fishnet, or mesh clothing;

No clothing with holes or tears that would reveal the genitals, buttocks, or breasts;

No midriff revealing clothing;

No sagging pants or shorts- all pants and shorts must be worn on the waistline;

No pajama pants or tops- all clothing must be intended for outside wear;

No low cut blouses;

Shorts and skirts should be an appropriate length;

All visitors must wear actual shoes- no slippers or house shoes; and

No gang-affiliated clothing, hats, or shoes.

Inmate Phone Privileges

Stewart County Jail inmates cannot receive incoming calls, but can place outgoing collect calls during approved hours.

Stewart County Jail does not provide information about its phone service provider.  However, inmates may have access to a phone service provider that allows you to prepay for collect calls or set up an account where you can accept calls from jail.  In those circumstances, you will be allowed to put money into an inmate’s phone account or into an inmate’s commissary or trust account, for the inmate to use to purchase either minutes or a phone card to use for outgoing calls from the jail.

Outside service provider GlobalTel, which contracts to provide phone services to inmates at various jail facilities throughout the United States, says that it provides some services to Stewart County Jail, but this information is not verifiable at the Steward County Jail website.  While you can set up an account with GlobalTel, it may be important to contact the facility beforehand to ensure that GlobalTel is still a recognized phone service provider for this jail facility.

All phone calls, except those placed to lawyers, may be monitored and recorded.

Inmate Trust Accounts

Stewart County Jail does not have online information available about its inmate trust accounts.  However, almost all jail facilities do have trust accounts for inmates.  Inmates use these trust accounts to buy items from the jail commissary.  Another word for this service is canteen.

The purpose of a commissary is to provide inmates with the opportunity to purchase items which are not routinely made available by the jail.  These items include a variety of different types of items and vary tremendously from facility-to-facility.  Most facilities allow inmates the opportunity to purchase hygiene items from the canteen, as well as the ability to purchase snack foods.  Some facilities may allow inmates to purchase certain types of clothing, radios, writing utensils, books, and other recreational materials for canteen. 

To provide funds for an inmate account at the Stewart County Jail facility, you should first contact the facility by phone at 931-232-3114.   Generally, you will be allowed to make deposits into an inmate’s account by going to the lobby of the jail facility.  However, you may also have options to use the phone or the internet to make deposits into an inmate’s account.  In addition, inmates may have various restrictions about how much money they may have on an inmate account or how much money they can receive from each person in a set period of time. Contacting the jail, you can also find out the schedule they follow for canteen purchases, so that you can have money deposited in time for an inmate’s canteen days.

Bail Information

In Stewart County, Tennessee, you can find out if an inmate is eligible for bail, and, if so, the amount of an inmate’s bond by looking at the inmate’s record on the Stewart County Jail roster; some inmates may even have bond information available on the booking log. 

You may post a cash bond, which is equal to the full amount of the bond ordered.  The purpose of bond is to ensure that a defendant appears at trial, and, as long as a defendant appears, then the full amount of the cash bond will be refunded.

If you do not have the funds to post a cash bond, then you may choose to post a surety bond.  In exchange for a fee, usually 10% of the total bond, the bail bondsman will act as a surety and guarantee that the inmate will appear at all relevant court dates.  If the defendant fails to appear, then the surety owes the full bail amount to the court.  There are specific laws governing the relationship between the bondsman and the person who hires the surety, which have been impaired by a recent Tennessee law; be sure your bondsman is willing to waive his right to cancel the surety agreement under this new law, or you may find yourself out the fee and without bond.

You may also use a property bond in Tennessee, but the property value has to be 1.5 times the value of the bond set for the defendant.

If an inmate is detained on federal charges in Tennessee, the bonding process is different than the bonding process for local and state charges.

If you need the services of a bail bondsman, Stewart County will not recommend any particular bondsman.  You can locate bail bondsmen in the yellow pages.
