Scott County Jail in Davenport, Iowa

The Scott County Jail is a 324 bed facility located in downtown Davenport, Iowa.  It is the main detention facility of Scott County, and also houses inmates of the 7th Judicial District.  The oldest portion of the jail, which was built in 1898, has been renovated several times over the years.  An addition to the jail was built in 1983, which attaches the jail to the courthouse. 

Scott County is part of the Quad Cities Metropolitan Statistical Area (MSA), located in eastern Iowa and western Illinois on the Mississippi River. The Quad Cities MSA consists of Scott County in Iowa and Rock Island, Henry, and Mercer Counties in Illinois.  The Quad Cities area is midway between Minneapolis on the north, St. Louis on the south, Chicago on the east and Des Moines on the west.

Scott County was founded in December 1837 and is named after General Winfield Scott, the presiding officer at the signing of the peace treaty ending the Black Hawk War.  The 2010 census recorded the population of the county as 165,224, which is the third most populous county in Iowa.  The county is 468 square miles, and the county seat is in Davenport, which is also the largest city in the county.

The city of Davenport is located about halfway between Chicago and Des Moines on the eastern border of Iowa.  Davenport was founded in May 1936 by Antoine Le Claire, and was named for his friend George Davenport, a colonel at the nearby Fort Armstrong.  According to the 2010 census, the population of Davenport was 99,685, making it Iowa’s third largest city.

The Scott County Jail holds both pre-trial detainees and post-conviction inmates sentenced in the Scott County Court System to a period of time of one year or less. When inmates are sentenced to a year or more, they are admitted into the Iowa Department of Corrections or the Federal Prison System, depending on their offense.  Scott County also has a specific juvenile facility, the Scott County Juvenile Detention Center, which is located in the Annex Building at 500 W. 4th Street, Davenport IA 52801. The Scott County Sheriff’s Office manages the jail.

Scott County Phone Numbers:

Inmate Mail:

Inmates may receive mail through the U.S. Postal Service and through private delivery services.  All incoming mail is opened and searched for contraband.  All envelopes must have the sender’s complete name and address in the return address area; envelopes missing this information are returned to the post office. 

Inmates cannot receive greeting cards larger than 6” x 9”, stickers, tape, stamps or other postage, blank paper and envelopes, post-it notes, staples, or perfumed materials.  Inmates can receive photos by mail provided they are not Polaroid photos, are no larger than 5” x 7”, do not contain nudity or are offensive, and are not framed.  Inmates are allowed to possess a maximum of fifteen pictures at any one time.  If more than fifteen pictures are mailed to the inmate, the extras will be stored in the inmate’s personal property. 

Inmates can receive magazines, newspapers, and unused paperback books, but they must be sent directly from the publisher or local book stores.

Inmates cannot receive property through the mail or in person.  The jail will not accept any over the counter or prescription medication for inmates.  If an inmate requires medication, it will be provided through Medical Services at the jail. 

Inmates cannot release their property in person or through the mail.  Instead, if an inmate wishes to release property to a designee, the inmate fills out a Property Release Form and gives this form to the Housing Officer in the inmate’s housing unit.  The completed form is entered into the system.  The designee can pick up the property from the jail’s Release Window from Monday through Friday, between 9:00 a.m. and 1:00 p.m. only.

Scott County Jail inmates are listed on the Scott County Sheriff’s Office website on the Inmate Listing page.  To search for a specific inmate, click on the letter that begins their last name; inmates are sorted alphabetically by their last name.  The overview page shows the inmate’s mug shot, their full name, booking date and time, release date and time (if applicable), their arresting agency and their charges.  Click on the inmate’s name for additional details including: the inmate’s ID number, gender, birth date, age, height, weight, race, hair color, hail length, eye color, complexion, aliases, bond and charge information.  Note, this roster does not include federal prisoners or detains, or those who were released from the jail more than 7 days ago.

Scott County Jail Visitation:

Family and friends wishing to visit an inmate must be on the Inmate’s Visitors List; this includes children of the inmate.  Inmates designate the names of their visitors on a Visitor Information Form (up to 3 people) and submit this form to their Housing Officer on Saturdays.  The list is updated on Sunday mornings.  Jail staff cannot add visitors to the list without the inmate’s authorization.  Visitors wishing to be added to an Inmate’s Visitors List, should write the inmate, providing their full name, and request that they be added to their list. 

Visitors must pass a National Crime Information Center and Criminal History Check to be approved to visit.  These checks are done at the jail and must be completed before the first inmate visit is scheduled.  If you have been incarcerated within the past six months, you will be denied visitation privileges until the six month deadline has passed.  If you are a felon and denied visits, you may write to the Jail Administrator, Major Bryce Schmidt, for approval to visit.

All visitors must schedule their visits at least 24 hours, but no more than 7 days, in advance of the requested visitation date.  Visitation is scheduled by contacting the Visitation Officer at 563-326-8750, option #1.  Minors who will accompany you on visits must also be listed for the visit.  If you cannot attend a scheduled visit, cancel your visit, preferably at least 24 hours in advance of the visit, with the Visitation Officer to avoid having your visitation privileges revoked. 

All visitors age 13 years and up must be able to present a valid, government-issued, picture ID and a form of identification with their Social Security number. Acceptable forms of picture identification are a current Driver's License, Non-Driver’s Identification, Passport, or Military Identification with photo.  Acceptable forms of identification with a Social Security Numbers are a Social Security card, Medical card, WIC card, payroll stub, etc.  The parent or legal guardian must accompany any visitors under the age of 18, and must provide documentation to prove their relationship to the juvenile, i.e. birth certificate or court paperwork of guardianship. 

No more than three visitors per inmate are allowed at a single visit, and no more than two of the three visitors can be minors.  Visits are confined to two per week for a maximum of 60 minutes each.  Scott County Jail visiting hours and days are:

-Monday through Friday                     7:30 a.m. – 5:00 p.m.

-Saturday, Sunday and holidays         8:00 a.m. – 12:00 p.m.

All visitors and their personal effects are subject to search. Visitors should limit items brought into the jail during visitation.  Storage lockers are available for visitors free of charge, but the jail is not responsible for any items left unattended, lost or misplaced.  Officers may not hold, secure or watch any personal items.  The Scott County Jail is a tobacco-free facility so tobacco products cannot be brought into the jail. 

If prior approval has been obtained (through an inmate’s completion of a Property Release Form and approval by the Property department), clothing for court will be accepted at the lobby desk by the Property Clerk or Booking Sergeant, no sooner than 7 days prior to the trial date.  A maximum of two outfits are allowed.  Property is only accepted Monday through Friday from 7:30 a.m. to 4:30 p.m.

Free visitor parking is available in the Visitor’s Lot adjacent to the jail. On-street, metered parking is also available in front of the building on 4th street.  Visitors must pass the courthouse security screening to enter the Entrance Pavilion where visitation is located.  Visitors are encouraged to arrive at least 15 minutes prior to the start time of their scheduled visit and must register with the Visitation Officer. 

Communication with an inmate during visits is done by video terminal.  All visits, except for privileged visits, are monitored.   

Scott County Jail Inmate Phone Privileges:

Inmates cannot receive incoming phone calls.  Inmates have access to phones in their housing units for outgoing phone calls.  These phone calls must be collect calls or pre-paid phone calls and are limited to 15 minutes per call.  Jail phone calls are monitored and may be recorded.  Any attempt to transfer or conference a call will result in the call being disconnected.

You can purchase phone cards for inmates through the ConnectNetwork website.  The party receiving the calls sets up an AdvancePay account, which will allow them to receive phone calls even if their phone number restricts collect calls.  The receiving party still has to accept the call when it is placed.  The cost of the call is deducted from the AdvancedPay account balance.

You can also purchase phone cards for inmates with a credit or debit card through InmateCanteen.com.  These cards do not limit calls to just your number, like the above AdvancePay account.  Inmates will be provided with a PIN number through their housing unit kiosk and will be able to call any number they choose.  Fees are associated with this service.  For any questions, contact Customer Service at 715-690-2965.

The Scott County Jail does not have email service for inmates.

Scott County Jail Inmate Trust Accounts & Commissary:

The Scott County Jail uses the Inmate Account to provide funds to inmates for the purchase of personal items (commissary and vending machines), and the payment of fines, fees and bonds, provided the inmate is not under disciplinary sanctions.  An inmate account is established by the jail when a person is incarcerated.  Items can be ordered from the commissary through the kiosk located in each inmate’s housing unit; commissary items are delivered once a week.  Medical Services might prohibit inmates from making certain purchases because of health concerns. 

Inmates are also issued a Canteen Card upon their incarceration, which is used to purchase items from vending machines located in their housing unit. Inmates can transfer funds from their Inmate Account to their Canteen Card through the kiosk in their housing unit.

Deposits can be made to the Inmate Account in the following ways:

A deposit machine is located by the Visitor Registration Desk of the jail at 400 W. 4th Street, Davenport, IA 52801.  Cash and credit card (Visa, MasterCard and Discover) deposits can be made Monday through Friday from 7:30 a.m. to 4:30 p.m., and on Saturday and Sunday from 8:00 a.m. to 11:30 am.  Depositors must have the inmate’s full name to make a deposit. 

An inmate’s friends or family can create an account and deposit funds by credit or debit card (with a Visa or MasterCard logo) for the inmate at InmateCanteen.com.  Fees are associated with making deposits and vary by facility.  Credit card deposits are limited to $500.00 per inmate every 30 days.

Money orders and cashier’s checks, made payable to the inmate’s full name, can be mailed to the jail for deposit into the Inmate’s Account.  Payroll checks may also be mailed after they have been verified with the bank by jail staff.  No personal checks will be accepted.  These are mailed to:

Family and friends of inmates can also purchase commissary items for inmates through their InmateCanteen account.  A flat fee is associated with each transaction, but multiple items can be ordered per transaction.

An inmate may release money from their account by completing a Property Release Form. Money will be released to the designated person from the Administration Office Monday to Friday from 9:00 a.m. to 1:00 p.m., excluding holidays.

Post Bail or Bond in Scott County:

Bail allows an arrested person (defendant) to be released from jail until his or her case is completed. 

A bond is an amount of money in cash or a surety bond for the purpose of making sure an accused person attends a required court appearance.  A cash bond or a bonding company may be used to bond a person out of the Scott County Jail.

Cash Bail/Bond:

Cash bail and bond payments can be made in person at the jail with cash or by a certified cashier’s check equal to the total amount of the bond, made payable to the Scott County Clerk of Courts. 

Bonding Company:

Bonding companies provide bonds for incarcerated persons and typically charge a negotiable percentage fee of the total amount of the bond.  Bonding companies must be licensed by the county. 

Revoking a Bond:

The person who posted the bond, along person who was bonded out of jail, will need to come in person to the Scott County Courthouse to surrender a bond. The bond will be revoked and the individual will be returned to inmate status.

Bond Refund:

The Scott County Jail does not process bond refunds at the jail or the sheriff’s office.  Refunds are managed by the Clerk of Courts in accordance with the paperwork completed at the time the bond was established.
