Inmates at Mansfield Jail are separated into two types of inmate: federal inmates and non-federal inmates.  Federal inmates are inmates who are facing charges in the federal criminal justice system.  Non-federal inmates refer to all other inmates, and they may be facing.

Some inmates qualify for case managers.  These case managers are divided into federal case managers and city case managers.  The phone number to the federal case manager’s office is 817-804-5736.  The phone number to the city case manager’s office is 817-804-5734.  The job of the case manager is to assist inmates with their requests.

In addition, federal case managers oversee inmate correspondence information.  Only federal inmates are allowed to access correspondence materials.

To send mail to a federal inmate, you must meet the following conditions:

  1. Have a valid return name and address;
  2. Put the inmate’s name on the correspondence;
  3. Send the mail to the above mailing address.
  4. Mail can include pictures, as long as the pictures are not explicit or inappropriate.  Photos that are deemed unsuitable will be returned to the sender.
  5. You can send items to inmates, but they must be sent from a reputable store or website and must be new.  In addition:
    1. Shoes must be all white with no color on them;
    2. Books must be soft bound;
    3. DVDs must be rated, and can have a rating of G, PG, PG-13, or R;
    4. Females can be sent bras that are white and have no underwire.
  6. Any contraband will be returned to the sender.  However, if the contraband violates laws, it may subject the sender to prosecution and may not be returned to the sender.

Mansfield Jail Inmate Search:

Federal inmates may be processed through the US Marshalls or the Bureau of Prisons.  If you are seeking a federal inmate, then you will need to contact both of those agencies to try to find the inmate.  At the Bureau of Prisons Inmate Locator, you can find any inmate incarcerated in the BOP system since 1982.  At the U.S. Marshal’s Defendants in Custody and Prisoner Management tool, you can locate inmates in the custody of the U.S. Marshal Service.

Mansfield Jail Mugshots:

The Mansfield Jail has mugshots available for most of its inmates, though they are not available in a centralized mugshot database.  You can, however, find inmate mugshots for who were booked into the Mansfield Jail by using the Mansfield Jail Inmate Search tool and both the Bureau of Prisons Inmate Locator and the U.S. Marshal’s Defendants in Custody and Prisoner Management Tools.

Jail Visitation:

Visitation can occur only when the visitation office.  Those hours are Tuesday – Sunday from 2 - 10 p.m.  You can also call the visitation office, the direct phone number to the visitation office is 817-804-5724.

Visitation is split by gender and alternates every-other day.  Visitation for male inmates is on Tuesdays, Thursdays, and Saturdays.  Visitation is from 2 to 10pm.  There are 12, 30-minute visitation sessions.  Visitation is on a first-come, first-served basis. Inmates may have two visits per week.  The week runs from Tuesday-Monday. Furthermore, there is a dress code for visitors who are visiting an inmate.  The dress code does not specifically prohibit any clothing items, but states that visitors must be fully dressed and cannot wear clothing that is see-through, revealing, or provocative.  Dressing inappropriately can cause refusal of visitation or termination of the visitation.

All visitation booths are monitored and recorded with audio and video surveillance equipment.

Inmate Phone Privileges:

The Mansfield Jail allows inmates to make outgoing phone calls.  Inmates cannot receive incoming phone calls and the Jail will not take messages for inmates. 

As with other aspects of inmate rules, federal inmates and non-federal inmates have different rules.  Non-federal inmates can make collect calls and are not permitted to have an inmate account for phone calls.

The Mansfield Jail uses the NCIC Inmate Phone Service.  You can contact them at 1-800-943-2189.  To add money to a federal inmate’s hone account, you must first go to ncic.com to setup a prepaid phone account for an inmate.  At that website, you will find instructions on how to set up a prepaid phone account.

In addition, there is a Kiosk machine located in the lobby area of the Mansfield Law Enforcement Center.  You can use this Kiosk to deposit phones to phone accounts.  The Kiosk is the option to choose if you need to deposit cash, but the Kiosk accepts both cash and credit cards All transactions will not be deposited into the Federal Inmate’s Account until the next regular business day.

Inmate Trust Accounts / Commissary:

Inmate trust accounts can be used for both commissary and canteen purchases and are a way for inmates to food and hygiene items that are not provided by the Mansfield Jail, during the period of their incarceration.  At the Mansfield Jail, only federal inmates are allowed to have inmate accounts.

Mansfield Jail uses the EZ Money Load system to run inmate commissary accounts.  You can deposit money into a federal inmate’s account in two ways.  First, you can use the Kiosk located in the lobby of the Mansfield Law Enforcement Center.  The kiosk accepts cash and credit card deposits.  Deposits are credited the next business day.

Although federal inmates are the only inmates who can have commissary and/or trust accounts at the Mansfield Jail, other inmates may also have some personal property.

Inmates who were taking prescription medication prior to incarceration can have a friend or family member bring the medication to the Mansfield Jail.  The medication will be inspected by a nurse; if approved, the medication will be distributed to the inmate by Medical Staff, according to the instructions on the prescription container.  Things that will disqualify a medication include: expired expirations, medication not in the original prescription container, or medication that does not contain the proper amount according to the information on the container.

In addition, inmates who wear prescription eye glasses may have them brought to the facility.  Once approved, these eyeglasses will be issued to the inmate who owns them.

Bail Information:

Not all inmates are eligible for bail.  You can look at an inmate’s individual record to determine whether or not the inmate is bail eligible and the amount of bail for each charge, as well as the court of jurisdiction.

You may contact the bond desk with any questions about bond.  The number to the bond desk is 817-804-5731.  The bond desk is open 24 hours a day / 7 days a week. However, the Bond Desk will only have information about bond after an inmate has been fully booked into the system.  Therefore, you may want to wait until an inmate has used his or her free phone call to make contact before calling the bond desk to ask about bond or bail information.

Not all inmates are bond-eligible.  However, even some inmates who are not eligible for bond may be released with payment of a bond.  For example, a Capias Charge indicates that a specific amount of money must be paid before the inmate can be released from custody. Inmates with Capias Charges must pay the full amount and cannot pay a bond.

Commitment orders, which commit an inmate to jail for a certain period of time, may have provisions that permit inmates to pay a fine in lieu of jail time.  In those instances, the inmate must pay the full amount, and the amount owed does not diminish as the inmate spends time in jail.

Some inmates charged with Class C Misdemeanors may be released if the agency that charged them fails to pick them up after being notified that the inmate is in custody.  The inmate is responsible for contacting the city holding the warrants to dispose of all charges.

If you need to use a bondsman, you can find authorized bail bond companies in the yellow pages under "Bail Bonds."  Bail bond companies charge a non-refundable fee for writing bail bonds.  The Mansfield Jail does not recommend particular bail bond companies.

The bond process is not instantaneous.  Inmate releases occur around the clock.  As soon as the necessary paperwork is completed, an inmate will be released.  Because this time may vary, Bond Desk personnel cannot provide exact release times.  To estimate release time, keep in mind that factors such as the day of week, time of day, and the number of other releases being processed all impact release times.
