About Prison

The Graves County Jail is the local jail facility for Mayfield County and Graves County, Kentucky.  In Kentucky, jails are run by local jailers; the Jailer for Graves County is George Workman.    The goal of the jail is summed up in its Mission Statement, and is to protect the citizens of Mayfield and Graves Counties by providing a place for detention of offenders in those counties.  Another goal is to provide programming for offenders that is aimed at helping them return to the community.

The Graves County Jail provides a variety of different inmate programs, which have been designed with the goals of reducing recidivism rates and to improve the environment for inmates in custody, whether in the Graves County Jail or the Restricted Custody Center.  These programs include, but are not limited to: religious programming, GED classes, Alcoholics Anonymous, Narcotics Anonymous, and the trustee program.  There are weekly religious services offered to every inmate, and, area churches also host a weekly Bible study on Fridays.  The GED program at the jail provides all-inclusive classes.  Students get pre-tested to determine areas in need of the most improvement, and they can also be in special study groups to help them improve in those areas.  Once they have finished their GED courses, students can test and obtain their GEDs from the state.   Not all inmates are available for GED courses; they are available for all state inmates and for county inmates who qualify for the testing.  Narcotics Anonymous and Alcoholics Anonymous are both 12-step programs that are designed to help people free themselves from drug and alcohol addictions.

The Graves County Jail operates a trustee program.  The trustee program allows inmates to work, in the facility, and receive compensation for that work.  The trustee program is voluntary; no inmates are required to be trustees.  Not all inmates will qualify for the trustee program.  Whether an inmate will qualify is based on a combination of factors, including: classification status, behavioral history, criminal history, mental health, and medical health.  Inmates with a history of violence are not eligible to be trustees.

Inmates at the Graves County Jail have access to paperback books in the Jail’s library.  In addition to serving as an actual library, the library is also the location for some of the jail’s programming, including: church services, GED class, AA meetings, NA meetings, and mental health counseling.

Inmates receive three hot meals each day from the jail; the menu is certified by a licensed dietician.  Inmates must wear jail-issued clothing, and all inmate clothing is washed and exchanged twice each week.

In addition to the Graves County Jail, the county operates the Graves County Restricted Custody Center.  This is a community service work program, which houses Class D and Class C inmates.  Work release allows inmates to work in a community service capacity, gaining work experience while also providing services to the community.  To participate in the work release program, inmates must either have a high school diploma or GED or participate in the Jail’s GED program.  In addition to learning job skills, inmates also learn social skills, which can help prepare them for the transition from incarceration and back into the community. Programs include GED programming, alcohol and drug classes, a life skills program, basic computer skills, and anger management.  The goal is to not only provide them with job skills, but also foster a mentality that will help them become productive members of society and reduce recidivism rates.

Inmates at the Graves County Jail are allowed to send and receive unlimited correspondence.  Except for legal mail, all incoming and outgoing mail may be examined for contraband before delivery.  All mail must have the inmate’s full name, either above or below the mailing address.  In addition, all incoming mail must have a complete return address, with the sender’s full name and address.  Inmates can purchase writing supplies, such as postage paid envelopes and writing paper, from the commissary.

In many jails, inmates can receive written correspondence and maybe some photographs, but they cannot receive packages.  At the Graves County Jail, inmates can receive packages, but they must be sent through a specific service, which is affiliated with the jail.  You can find the link for that affiliate at the jail’s website.  In addition, you may be able to send paperback books to an inmate, but you cannot send them directly.  Instead, you must send the books through the publisher or through an authorized book seller.

Do not send any contraband or prohibited items in the mail.  This includes weapons and things that may be used as weapons, including plastic, wooden, or heavy paper parts.  Inmates can receive photographs, but may be limited in the size of photographs, the number of photographs they can receive in a letter, and the total number of photographs they can have in their possession.  Do not put any foreign substances on the letter, such as bodily fluids, perfumes, lipsticks, glitter, or paint.  No stickers or stamps should be included in the letter. Other contraband items include: cigarettes, alcohol, e-cigarettes, tobacco-containing products, illegal drugs, prescription drugs, and over-the-counter drugs.

Inmate mail also has to comply with certain content guidelines.  You cannot send any mail that includes violence, gang-related imagery, sexually explicit imagery, pornography, nude photographs, bigoted material, material likely to cause problems in the jail, and material that could be used to plan an escape.  In addition, inmates may not be able to receive mail from other inmates or about the alleged crime or other crimes.

Inmate Roster

The Graves County Jail has an official inmate roster.  It is very important that you use this roster, rather than the Mobile Patrol App, which says it has Graves County inmate information, but is not affiliated with the Graves County Jail and frequently has incorrect information.  When you visit the inmate roster, you will see an alphabetical list on inmates on the left of the screen.  You can find the inmate by reading through that alphabetical list or you can search for an inmate by name.  Once you click on an inmate’s name, you get a more detailed record of the inmate.  That record includes a booking photo/ mugshot, the inmate’s first and last names, gender, date of birth, height, weight, race, hair color, eye color, build, skin tone, and nationality.  Under the offender’s record, you can find charges, detainers, and bond information.

Bookings / Recent Arrests

Graves County Jail does not have a recent arrests/ booking list.  Moreover, since booking information is not included in the extended information on the inmate roster, their inmate roster cannot substitute for a recent arrests/ booking list.  However, you can look over a list of all of the inmates incarcerated in the facility, to see if an inmate is in the facility.

Although the Graves County Jail does not maintain a dedicated inmate mugshot database, you can find mugshots/ booking photos with the inmate data included in the county’s inmate roster.

Jail Visitation

Inmates at the Graves County Jail and at the Graves County Restricted Custody Center are both permitted visitors.  Visitation must be scheduled ahead of time.  Inmates may have two 15 minute visits each week.  Only two people may visit at a time.  You have to schedule visits ahead of time, at least 24 hours in advance, using Securus Tech.  You can do this at the jail or online at www.videovisitanywhere.com.

The visitation rules for Graves County Restricted Custody Center are different from the jail rules.  While Saturday visits are 15 minutes, weekday visits can be 30 minutes.  Inmates are still allowed up to two visits per week, with a maximum of two visitors per visit.

It is important to be respectful if visiting with an inmate at a jail.  Perhaps one of the biggest issues with jail visitation is bringing children to jail facilities.  Children are allowed to participate in visitation.  However, children count towards the total number of visitors.  Children who are at visitation must be supervised by an adult at all times.  At no time should they be left unsupervised anywhere on the jail’s property.  In addition, they must behave appropriately.  Noisy or disruptive visitors may be asked to leave, and this includes visitors who are minors.

Although Graves County Jail does not publish a specific dress code for visitors, it is important to keep in mind that appropriate dress is required to visit an inmate in jail.  An appropriate dress code is one where clothing is not likely to provide a distraction and/or a security risk.  The following items are usually prohibited: spaghetti straps, clothing with lewd or violent imagery, low-cut/ cleavage revealing shirts, tank tops, mini-skirts, sheer or see-through clothing, short-shorts, mesh clothing, gang-affiliated clothing, clothing with profanity, tube tops, and midriff-baring clothing.  All visitors need to be fully attired, which includes wear shirts, appropriate undergarments, and shoes.

Graves County Jail uses Securus Technologies to provide phone services for inmates.  You can contact Securus Technologies by visiting them online at https://securustech.net/, calling them toll-free at 800-844-6591, or downloading their mobile app at the Apple Store or Google Play store.

Inmates cannot receive incoming phone calls.  They are permitted to use phone calls to make outgoing phone calls.  However, telephone usage is a privilege, not a right, and inmates may find their phone rights restricted as a disciplinary measure or if the security of the facility requires restricting phone calls for any reason.

If you have an emergency message, you can contact the jail and relay it to the jailer on duty.  The jailer may choose, at his or her discretion, to relay the message to the inmate and ask the inmate to call you.  However, you may be asked to provide proof of an emergency.  Inmates who engage in fraudulent calls will have their phone privileges terminated.  If an inmate makes obscene, threatening, or harassing phone calls, or if an inmate damages phone equipment, the inmate will lose phone privileges and face prosecution.

Inmate Trust Accounts / Commissary

Graves County Jail does not use a third party service provider, but handles its own inmate accounts for its commissary/ canteen services.  You can put money an inmate’s account by sending a money order to the inmate through the mail.  Money orders must include an inmate’s name (as printed on the inmate’s jail identification), as well as the complete name and mailing address of the person sending the money.  You can also drop money off at the jail to be deposited into the inmate’s account; this money must be in cash.  The jail will not accept personal checks.  When an inmate is released, the jail will write a check to the inmate for any remaining balance in the inmate’s commissary account.

Inmates may order commissary items once a week.  Money can be put on inmate’s accounts on Wednesday and Friday.  To order from commissary, money must be in the account on the Friday before the orders.  Inmate property will also be returned when an inmate is released, and transferred to another facility if the inmate is transferred.  The jail will not release property to anyone other than the inmate.

Bail Information

There are five types of bonds available to inmates at the Graves County Jail.  Not all inmates will be eligible for all bond types. The ROR bond, which stands for release on own recognizance, does not require money, but just that the inmate signs a statement that they will appear for court; the surety bond requires someone to sign for the release of the inmate and if the inmate does not appear the signer (surety) is responsible for the bond amount, the unsecured bond is similar to a surety bond with the defendant at his or her own surety, the partially secured bond requires that a percentage of the bond be paid to secure an inmate’s release with the balance due if the inmate fails to appear, and a property bond has a monetary value and requires that the bond be secured with property.  In addition, an inmate may have a straight cash bond.

From 8:00 am to 4:30 pm Monday through Friday, bonds must be paid at the courthouse.  After hours or on weekends, you can pay cash and surety bonds at the jail.   All bonds must be paid in cash and must be in exact change.  Those bonding out of jail will be charged a booking fee, a jail bond service fee, and room and board for every day of incarceration.
