Escambia County Corrections handles adult detentions in Escambia County, Florida.  Escambia County Corrections has multiple jail facilities under its control, including: the Main Jail and the Work Release Center.  Escambia County Corrections also sends inmates to the Santa Rosa County Jail and the Walton County Jail.

Generally, Escambia County Corrections incarcerates inmates who are awaiting trial.  These inmates are called pre-trial detainees.  In addition, it may hold inmates who are not actually awaiting trial, but who have been booked and may be released prior to a bond hearing or a trial.  For example, the holding tank may hold inmates who are drunk at the time that they are brought into the jail facility.

In addition to holding pre-trial and temporary detainees, any of the Escambia County Corrections facilities may hold inmates who have been convicted and are awaiting sentencing, sentenced inmates awaiting transfer to other facilities, and some inmates serving short sentences.  The two work programs, the Work Release Program and the Road Prison, are specifically designed to allow inmates to serve their sentences while also participating in their communities.  Work Release allows inmates to work at jobs, while serving time on their sentences.  Road Prison puts inmates to work for community organizations, giving job skills training in manual labor and allowing inmates to contribute to the community.

Escambia County Corrections used to be under the control of the Escambia County Sheriff’s Office, but on October 1, 2013 the Escambia County Board of County Commissioners took responsibility for jail operations and formed the Escambia County Department of Corrections.  In addition to the Main Jail and Work Release Center, the Escambia County Corrections also supervises the Video Visitation Facility.

Instead of the sheriff, Escambia County Corrections is supervised by the jail administrator.  It is divided into two sections: Booking & Transportation, and Main Jail.  Main Jail handles all aspects of the jail that impact an inmate’s daily life, while new inmates interact more with booking.

The Main Jail is a traditional jail facility with 815 beds.  Of those beds, 36 are classified as an infirmary, 17 as special housing, and 84 as administrative confinement.  The jail offers medical and mental health services, including crises intervention and programs.  The Main Jail is not large enough to house all of the county’s detainees.  Overflow detainees may be held at jails in Santa Rosa and Walton Counties.  For information about those inmates, you need to find out information about those facilities.

Escambia County also operates the Road Prison.  The Road Prison is a work camp, which provides labor to various county-level organizations, including: the Road Department, Solid Waste, Parks and Recreation, the Animal Shelter, and Facilities Maintenance.  Prisoners, under the supervision of road corrections offers, provide manual labor for these departments, as well as for the farming, hydroponics, and aquaculture programs associated with the jail.  The Road Prison also works on reentry with inmates, including education and job training programs.

Escambia County Corrections does not publish its mail regulations; inmates should be given current rules at the time that they are incarcerated.  However, there are certain rules that are almost universal for jail mail rules.  For example, almost all county facilities limit mail to letters and possibly photographs, but no other types of items.  Letters probably cannot have stamps, glitter, perfume, lipstick, or any other foreign substance on the letter.

When inmates are permitted to receive photographs in the mail, they may be restricted to the size and type of the photograph.  Generally, jails prohibit inmates from getting Polaroid-type photos.

If you send any items that inmates are not permitted to own, that will be considered contraband and will not be delivered to the inmate.  If you attempt to send anything through the mail that is illegal, you may be subject to prosecution.

Escambia County maintains an online inmate lookup tool.  The Escambia County Jail View allows you to see all inmates in the custody of Escambia County Corrections.  The top listings are an alphabetical listing of all inmates booked in the last 24 hours.  You can also search for inmates by: first name, last name, middle name, beginning booking date, end booking date, and whether or not the inmate is a current inmate.  The individual inmate records provide status, booking number, MNI number, booking date, age at booking, bond amount, cell assigned, and the address that the inmate gave at the time of booking.  They also provide mugshots. 

Because Escambia County Corrections has inmates in a variety of facilities, they have provided a key code so that people can determine where an inmate is being detained.  The facilities or dorms are: Main Jail (ESCO), Road Prison (CRP), Jail Section of the Road Prison (CMS), Infirmary (INF), Special Housing 2 (SPHO2), ACR/Booking (TANK), Walton (WAL), Santa Rosa (SRC), and three jail sections of the work release program (WR1, WR2, and WR3).  These codes are used in the section of the inmate record that is labeled “cell assigned” and help the user identify where inmates are being held.

Jail Visitation:

Inmates incarcerated in the Main Jail have access to video visitation.  Video visitation occurs at the Video Visitation Center at 1190 W. Leonard St.  The video visitation center is open Sunday-Saturday, from 8:30am to 8:30 pm.  Visits need to be scheduled beforehand, and can be scheduled online or at the kiosks in the main jail and at the video visitation facility.  Visits begin on the hour and last 40 minutes.

You must register for video visitation beforehand, and can do so online at the Escambia County Jail’s online visitation scheduler.  Visits may be scheduled up to 7 days in advance and must be scheduled at least 24 hours in advance.

Inmates are allowed a minimum of three, 40 minute visits per week at a minimum.  Two visitors may visit per visit.

Road Prison visitation is separate from Main Jail visitation.  Visits are Saturdays and Sundays, depending on the inmate’s bunk number.  Usually, a full visitation calendar, which is subject to change, is available at the jail’s website.  However, at the time of writing, the calendar link was down.  Check-in starts at 12:30pm and ends at 1 p.m.   Road prison visitation is from 1-3pm and is at the Road Prison facility.

Regardless of where you are visiting, there is a dress code that is strictly enforced.  The dress code requires visitors to wear undergarments, including bras for adult female visitors.  The dress code prohibits: tank tops, halter tops, tight clothing, see-through clothing, fishnet clothing, skirts above the knee, shorts more than two inches above the knee, and clothing with offensive images.  All shirts must have sleeves and must be a full-shirt (no midriffs).  In addition, there are no lockers in visitation and visitors may not bring purses, hats, cell-phones, or weapons with them.

Inmate Phone Privileges:

The Escambia County Jail allows inmates to make outgoing collect phone calls or use prepaid phone call services.  The jail will not accept incoming calls for inmates or take messages for inmates.  If you need to get information to an inmate in an emergency, you can contact the jail to see if you can make arrangements to do so.

During booking, inmates have the opportunity to make at least one free phone call to contact friends, family members, or an attorney.  Once booked, inmates have access to telephones in their housing facilities, but not to free calls.   Inmates are permitted to make collect calls from their housing units, even without establishing phone accounts.  If you are the recipient of a call from jail, you can determine whether or not you want to accept or decline the call.  If you accept the call, you are responsible for paying the charges associated with that call.

Inmate Trust Accounts / Commissary:

You may wonder why an inmate needs a trust account if food and housing are paid for incarceration.  Well, inmate commissary accounts, also known as inmate trust accounts, are a way for inmates to make commissary/ canteen purchases.  This allows inmates to purchase food and/or hygiene items that are not provided by the Escambia County Jail.

You can deposit money in person at the kiosk machines in the video visitation center and the main jail.  The hours for video visitation center deposits are daily, from 8:30am to 8:30pm.  The hours for main jail lobby deposits are daily from 7:00am to 11:00pm.

Bail Information:

To find out whether an inmate is eligible for bail, you can look at the inmate’s information on the inmate lookup tool.  This information will tell you if a bond has been set, and, if so, the amount of the bond.

The Escambia County Jail is able to process bail 24/7.  It does so at the Main Jail facility.

Some bonds are designated as cash-only bonds and may require you to pay the entire bond amount in order to secure an inmate’s release.  Otherwise, you may use the services of a bondsman to pay bail.  Bondsmen provide an opportunity to get a loved one released, even if you do not have sufficient cash to pay a bond.  However, while your cash bond will be returned to you as long as a defendant appears at trial, any services you secure through a bondsman will have an associated fee, which is non-refundable.

You can find a bondsman by looking up bail bond companies in the Yellow Pages or online.  The Escambia County Jail will not recommend the services of a particular bondsman or bond company.

Escambia County Corrections is the agency that oversees the Escambia County Main Jail facility, as well as the other facilities that handle detainees in Escambia County.  In addition to the Main Jail, County Corrections is responsible for the Work Release Center and the Road Prison.  It also handles interactions with the Santa Rosa County Jail and the Walton County Jail, which both hold Escambia County detainees when the Escambia County facilities are full.

While Escambia Jail houses pre-trial detainees, it also holds an assortment of inmates who are serving their sentences.  Many of these inmates are working at the Road Prison or the Work Release Center.  The Road Prison provides opportunities for inmates to give back to the community while serving their sentences.  The Road Prison is Florida’s only county-level work camp.
