The Story County Jail in Story County Iowa is part of the Story County Justice Center.  Describing itself as a new-generation facility, Story County Jail is a direct supervision jail.  Direct supervision jails are believed to provide safer alternatives for inmates and for staff.

The current Story County Jail opened in March of 2002.  It was designed to replace a linear-style jail which had been operating since 1968.  The new facility was a major improvement; it more than tripled the capacity of the old jail design from 31 to 104.  While the current Story County Jail is a 104-bed facility, one of its features is that it was designed to be easily expandable.  This means that the jail should not only meet the county’s current detention needs, but also be able to meet the county’s needs for the foreseeable future.  The jail administrator is John Asmussen.

The Story County Jail is a short-term jail facility.  Designated primarily for pretrial detention or post-conviction detention until sentencing, it does not offer the long-term programming you would find in a long-term detention facility.  However, it does offer programming aimed at helping bridge the gap for inmates in need of programs and services, while they are incarcerated at the facility.

According to the Story County Jail inmate visitation page, there is no limit on the amount of mail that an inmate may send or receive.  This differs from other facilities, which may limit an inmate’s ingoing or outgoing mail. However, mail must be letters only; inmates cannot receive packages.  You may drop off prescriptions, glasses, contacts, and some books with prior approval from the Jail Administrator.

The Story County Jail has more lenient mail rules than many correctional facilities.  All inmate mail must be written in only blue or black ink.  Any letters sent to an inmate have to include a full name and return address on them.

Inmates cannot be sent contraband items.  Contraband items include any items that inmates are prohibited to have in the jail and are anything determined to be a threat to the integrity, safety, and security of the facility.  Contraband items that are found in the mail will be confiscated.  In addition, they might result in a loss of visitation privileges, for the inmate and the visitor.  People attempting to send contraband items to an inmate may also be subject to arrest and prosecution.

While the Story County Jail does not provide a list of items that are considered contraband, the following items are generally considered contraband in U.S. detention facilities: unused stickers or stamps; writing supplies like pens and pencils; sexually explicit material; pornographic material; obscene material; material featuring nudity; gang-related materials; materials that could be used to make an escape plan; racist materials; any material that could be used to incite violence; medications; illegal drugs; weapons; items that could be turned into weapons; Polaroid pictures; any bodily fluid or other substance on a letter.  While inmates can generally receive books and magazines, they must be sent directly from a publisher or through an authorized book seller.

Jail Visitation

Story County Jail has a liberal visitation policy.  They believe that visitation is crucial to helping strengthen relationships with family members and friends while an inmate is incarcerated.  It maintains a list of visitation policies and procedures, but that list is subject to change or modification by the Jail Administrator.  If you have any questions about current jail visitation policies, you can contact the Story County Jail Office at 515-382-7531.

While the jail does its best to facilitate visitation, it is important to keep in mind that visitation is a privilege, not a right.  The following things can impact the ability to visit: failure to follow visitation rules; failure to follow staff directives; using loud, provocative, and/or abusive language or activities; tampering with jail property; visiting with inmates other than the one designated to jail staff; and being impaired by drugs or alcohol.

Some other general visitation rules are also listed.  Mothers are not permitted to nurse infants in the visitation are or the public waiting area.  All children must be under control at all times; failure to control children can result in the termination of a visit.  No children may be left alone in either the waiting or visitation area.  Visitors are subject to a search.  No food or beverages are permitted in the visitation booths or waiting areas.  No smoking in the Story County Jail.  Inmates may refuse visits/visitors.

The visitation schedule is:

Sunday 1:30 pm through 4:30pm; Tuesday 7:00pm through 9:00pm; and Thursday 1:30pm through 4:30pm. 

Visits are 20 minutes long and are timed by the jail staff.  There is no guarantee that the visit will last 20 minutes, because visits may be terminated if staff is required to respond to other scenarios.

In order to visit, you must be on an inmate’s visitor list.  If you are not on the list, you cannot visit.  Inmates fill out their own visitor lists, but can only list six adults and six minor children.  All people on the list are subject to a wanted check, and the inmate can only change the list every 30 days.  Visitors cannot be on more than one inmate’s visitor list, though exceptions may be made for family members on a case-by-case basis.

To visit, you must present valid photo identification.  These need to be government issued identification cards that have details like age, height, hair color, and eye color.  School IDs and work IDs are not acceptable.  Some types of acceptable IDs include: driver’s licenses, state-issued identification cards, federal identification cards, passports, and military IDs.

All visitors must be at least 18 years old for an unaccompanied visit.  Minors must be accompanied.  If a minor is not an immediate family member of the inmate, the minor must present a written permission note from a parent or guardian authorizing the visit in addition to visiting with an adult that is on the inmate’s visitor list. 

Up to two adult visitors can visit at the same time.  Inmates have the right to refuse visitors.  Inmates may also be denied visitation privileges for disciplinary reasons. 

Visitors must sign in when they enter the facility.  Sign in includes the visitor’s name and address, the name of the inmate being visited, the date, and the time in and out of the facility. 

Visits are in person, but are non-conduct visits.  The visitor and the inmates are separated by glass panels and use phones for communication.  Female inmates and inmates subject to disciplinary segregation have visits in private booth areas, but other inmates have visitation in an open area with private phones.

Visitors can bring necessary health items, such as wheelchairs, walkers, and canes, to visitation, subject to some regulations.  The following items are prohibited in the inmate visitation area: strollers and infant carriers; food; drinks; books; photographs; papers; writing materials; magazines; coats and other loose-fitting outerwear; hats and headgear; sunglasses; cell phones; electronic devices; purses; wallet chains; weapons; sexually suggestive clothing; excessively revealing clothing; and clothing that advocates violence or includes profanity.

Inmate Phone Privileges

Like almost all correctional facilities, the Story County Jail does not allow inmates to take incoming phone calls.  The jail staff will not take messages for inmates under most circumstances.  For verifiable family emergencies such as illness or death, the staff may take messages.

Inmates are able to call out using prepaid phone cards, which they purchase from their commissary account funds.  Phone calls may be monitored and/or recorded by jail staff.

Inmate Trust Accounts / Commissary

Story County Jail has a fairly liberal inmate trust account policy, although it processes these deposits in an old-fashioned manner and does not take deposits via the phone or online.  A person may leave money for an inmate’s commissary account at the jail using U.S. currency, money orders, bank checks, and certified checks.  The jail will not accept personal checks, third-party checks, coins, or foreign currency.  Only the inmate can get information about the status of an inmate’s commissary account.  Money will not be refunded to the giver once deposited on an inmate’s account.  No change will be given.  All money on an inmate’s account belongs to the inmate; however, if the inmate owes money to the Sheriff’s Office Jail Division, 25% of each deposit is applied to the debt balance until the debt is paid.  Inmates cannot make purchases if their account balance is below zero or if the purchase would make the balance go below zero.

In addition, you may be able to drop off some items for an inmate to use.  Books, magazines, and Bibles must be approved by the Jail Administrator.  Inmates may have up to three non-Polaroid photos, but they must be sent in the mail.  Prescriptions, including corrective lenses and contacts can be brought to the jail during business hours or visitation hours.  Inmates can pre-approve property releases and will be available for pickup depending on staff scheduling.

Bail Information

The booking roster contains bail/bond information on inmates.  Each offense will have its own bond amount, if bond is set.  To secure an inmate’s release, all bonds must be satisfied.   You may pay the full cash amount of the bond or get a surety bond.  For cash bond, the entire amount of the bond is refundable as long as a defendant appears at all scheduled court dates.  For surety bonds, you pay a fee, usually 10% of the bond amount, to the surety in exchange for the surety guaranteeing that the defendant will appear and becoming liable for the full bond amount if the defendant fails to appear.  This fee is non-refundable.
