  4. Do not send unused envelopes, unused stationary, or unused greeting cards. 
  5. Do not send materials that could be considered inflammatory including: nude, semi-nude, obscene, or pornographic photos; racist materials; gang-related materials; anything with gang signs; escape plans; anything that could incite violence.
  6. Do not send weapons, drugs, or other contraband.
  7. Do not send cash, checks, or credit cards.
  8. Do not send anything that could be used as a weapon, including: Polaroid pictures; cardboard, laminated, or plastic-covered cards; or staples.
  9. All books and magazines must be sent directly from the publisher and cannot be hardcover books.
  10. Do not send mail with anything extra on it including: perfume; glitter; lipstick; bodily fluids; any unidentifiable substances.
  11. Do not send writing utensils including: pens, pencils, or markers. 
  12. Do not send phone cards.
  13. Do not send driver’s licenses or ID cards.
  14. Do not glue or tape anything to the letter; and do not draw on envelopes or notes.
  15. Do not include any dried flowers or weeds.

While you cannot send envelopes, stamps, writing utensils, or writing materials directly to inmates through the mail services, you can use Tiger Correctional Services’ website to purchase these items for inmates on the commissary list.  Through commissary you can purchase writing pads, pens, stamps, envelopes, and even some seasonal greeting cards for inmates to use in their correspondence.

In addition, while inmates cannot receive packages in the mail, you can send a number of items to them through commissary services.  These items include clothing, hygiene items, sodas, medical items, and some recreational items.

Osage County Bookings

Osage County Jail has a daily booking list that gives the names of all inmates in the jail on the current date.  The list is an alphabetized list of all inmates in custody.  When you click on the list, you pull up the entire roster of all inmates in jail on that date.  Although there is no search function for the list, using the CNTL + F “find” feature on your computer, you could search for an inmate by name, sex, date of birth, booking date, or booking number.  In addition to seeing the inmate name on the list, you also see the inmate’s sex, date of birth, booking date, and booking number.  For additional information on an inmate, you can click on the inmate’s name.  This takes you to the VINE information for the inmate.  That information includes custody status, age, and race in addition to the other information.  It does not include a booking photo for recently booked inmates, but may include a booking photo if the inmate has been booked for a substantial period of time.  The Oklahoma VINE system is a statewide system that allows victims of crime to use the phone or internet to search for information on the custody status of an offender.  Victims can register at VINE to receive both telephone and e-mail notifications of any custody status changes for an offender.  To contact the Oklahoma VINE system, you may call 877-654-8463.

The Osage County Jail does not provide a list of recent arrests, but its daily booking list provides information on all inmates booked in the jail on a certain dates. By searching that list by booking date, you can compile a list of inmates booked on dates.  In addition, Osage County Jail provides historical booking reports, which allow you to find historical inmate booking information, even for inmates that may not be currently incarcerated in the Osage County Jail.  These booking reports provide additional inmate information that may not be available in the daily population report, including mugshots of the offenders, where an offender resides, and the charges against the offender.

The Osage County Jail does not maintain a mugshot database.  You cannot find booking photos/mugshots of inmates on its daily population list, but they are available in the historical inmate booking reports.

Visitation

The Osage County Jail does not allow inmates to accept incoming calls.  Instead, inmates can place outgoing phone calls.  These phone calls are collect calls, though you may be able to set up a billing service that provides a small break on collect call prices.  To ensure that you can get a phone call from an inmate, make sure your phone is set up to accept collect phone calls.

The Osage County Jail uses Tiger Services to provide commissary services to the inmates at the jail.  You can handle deposits online at: Tiger Commissary.  Once you arrive at the website, you click on the first letter of the inmate’s last name in order to locate the inmate.  Once you have selected an inmate, you are given options.  You may purchase items for that inmate from the commissary list.  Inmate commissary lists may vary, based on an inmate’s security level and whether the inmate is facing any type of disciplinary action.  Some products that are available include: shampoo, soap, deodorant, feminine hygiene products, lip balm, cola soft drinks, crew socks, stamped envelopes, writing pads, t-shirts, boxers, conditioner, lotion, bras, panties, batteries, chess sets, checkers sets, pillows, ear plugs, cards, playing cards, reading glasses, crossword puzzle books, and word find books.  The Osage County Jail does not make candy and snack products available through commissary.  You can order commissary items directly for an inmate at the website.

At the website, you can also choose to make a web deposit into an inmate’s commissary account.  By depositing into the commissary account, you give the inmate the ability to use the money to pick what he or she wants to order from the commissary.  To make a deposit, you need the inmate’s name, and your credit card information.  All deposits are subject to a 12% processing fee.

Bail Information

It can be difficult to find bail/bond information on inmates in the Osage County Jail.  The limited information in the daily population report does not list the charges against the inmates or the bail/bond that may have been ordered.  However, you can find that information in some of the historical reports.  Unfortunately, that may not be helpful if you wish to bail or bond out an inmate shortly after his or her arrest.  The best way to find out information about an inmate’s bail or bond situation is to contact the jail at 918-287-4395.

Like most states, Oklahoma uses a cash bail system.  The judge orders an amount of bail that must be paid in order to secure a defendant’s release from jail.  If you can pay the full amount in cash, then the full amount is refundable to you as long as the defendant appears at any scheduled court dates, regardless of the outcome of the criminal case against the defendant.  However, many bail amounts are high enough that friends and family cannot pay the full amount of the bail.  In those circumstances, you can use the services of a bail bondsman.  A bail bondsman charges a fee, usually ten percent of the total bail, and, in return, guarantees the court that the defendant will appear.  The fee is non-refundable.  In addition, you may need to secure the promise by pledging something to the bail bondsman in the event that the defendant does not appear at court.
