While Garland County is a relatively small county, it is significant in terms of Arkansas and its government.  The county contains the city of Hot Springs, which is one of the state’s more popular tourist destinations because it contains Hot Springs National Park.  Therefore, while the county is its largest city are both relatively small, the sheriff’s department and jail have to be sufficiently staffed to handle a possible influx of traffic from visitors and tourists.

Inmates may receive mail through the U.S. Postal Service and through some private delivery services.  All outgoing and incoming mail is subject to search.  Mail with contraband or that otherwise violates jail rules will be destroyed.  Inmates can receive written correspondence on plain paper, but the jail may have specific rules and regulations about other types of mail.  For example, most jails prohibit you from sending published material directly to an inmate, but will allow you to arrange for inmates to receive magazines, newspapers, and books directly from the publisher or from a participating book store.  All mail must have a legible return address on the outside of the envelope or on the postcard; mail without a legible return address will be destroyed.  Generally, there is no inmate-to-inmate mail.  There may also be prohibitions on inmates receiving mail from felons.

The following items are generally prohibited in prison mail: foreign substances, such as bodily fluids, hair, lipstick, perfume, glitter, glue, or paint; sexually explicit drawings; cash, money orders, checks or other forms of currency; unusual stains or odors; stickers, decals, or tape; dried or pressed flowers; plastic postcards or greeting Cards; and contents that describe criminal activity or escape plans.

Garland County Inmate Roster

Garland County Detention Center/ Garland County Jail inmates are listed on a facility-specific inmate list.  The Garland County Detention Center inmate roster is a comprehensive list contains the name, booking date, age, race, and gender of inmates, in alphabetical order.  When you look at the inmate roster, it pulls up the jail’s entire inmate list.  This means the system is more difficult to search some other systems, which allow you to search for inmates using different types of information including name, birthdate, and social security number.  This means that it may be difficult to differentiate inmates from others simply by looking at the information contained on the inmate list without getting greater detail.  It can also make it difficult to search the inmate roster; however, inmates are listed alphabetically and you can always use the CNTL + F function to search for inmates on the list.

Furthermore, the list is simply the first-level of Garland County inmate information. If you click on an individual inmate’s name, it pulls up a more complete inmate record.  That record includes the booking photo, the inmate’s date of birth, a brief physical description, a list of the current charges against the inmate, the inmate’s last known address, and even some bond information about the inmates.  If the inmate has already been sentenced, the inmate list will also show the projected release date.  This allows you to not only determine if a particular person is incarcerated at the Garland County Detention Center, but also to find out when he or she was incarcerated, the charges against them, and other basic identifiers.

Jail Visitation

In this section, we outline visitation rules for the Garland County Detention Center.  Please keep in mind that, as with all jail facilities, visitors who fail to comply with visitation rules not only risk being asked to leave that visitation session, but also risk losing all visitation privileges.

The following is an overview of the Garland County Detention Center’s Visitation Rules.  All visits are non-contact visits conducted via the Video Visitation System.  Visiting days are Thursday- Sunday.  Inmates are permitted 2 visits per week.  These visits can be scheduled with one visit on Thursday or Friday and a second visit on Saturday or Sunday.  Visitation times are 12PM-8PM, with no visitation from 4PM-5PM.  Visits can be scheduled on the hour.  Visitation is on a first-come, first-served basis.  You do not need an appointment to schedule a visit, however, you must check in at least 15 minutes prior to your desired visitation time.  There is a maximum of two people per visit, but children under the age of five do not count towards the total.  All children must be accompanied by a parent or legal guardian.  Visitors must have government-issued photo identification.  While the jail does not have an official dress code, visitors must be dressed appropriately.  Guests generally cannot bring items into the visitation room, and the following items are specifically prohibited: cell phones, food, drink, cameras, and recording devices.  All visits are monitored and recorded.

Inmate Phone Privileges

Inmates cannot receive incoming phone calls.  Inmates have access to phones for outgoing phone calls.  These phone calls must be collect calls or pre-paid phone calls.   Jail phone calls are monitored and may be recorded.  Any attempt to call transfer or conference call will result in the call being disconnected.

The Garland County Detention Center uses Smart Deposit for inmate commissary accounts.  You can deposit commissary and phone funds using the Smart Deposit System.

The Garland County Detention Center uses Smart Deposit for inmate commissary accounts.  You can deposit commissary and phone funds using the Smart Deposit System.  The Smart Deposit system allows you to send mail electronically, arrange bail payments, and make deposits into an inmate’s commissary account.  Once you are registered you can use the mobile app or the internet site to manage these deposits.  You can also send snacks and gift packs.

Bail Information
