The Fresno County Jail is a local jail facility in Fresno, California. It is operated by the Fresno County Sheriff-Coroner’s Office. It actually operates three different jail facilities in the county: the South Annex Jail, the Main Jail, and the North Annex. The South Annex Jail is the oldest of the three and was built in 1947. The Mail Jail was built in 1989. The North Annex is the youngest of the three jails and was built in 1993. The combined capacity of all three jails is 2,427 inmates and the three jails are supervised by over 350 correctional officers, sergeants, and lieutenants.
The Fresno County Jail is one of those facilities under a Federal Consent Decree; this decree controls the number of inmates that can be housed in the facilities. All inmates must have a bed, and the jail population is limited to a percentage of the number of beds available in the jails.
The staff at the Fresno County Sheriff-Coroner’s Office is held to a high standard of professionalism, which is designed to ensure the safe, secure, and human detention of the inmates in the correctional facilities. At the three different Fresno County Jails, detention programs and services are outcome-driven and designed to improve detained individuals, so that when they return to the community they are safer, more self-sufficient, healthier, and better suited for non-incarceration environments like home, school, or work. They do this by focusing on improving what they consider the Six Pillars of character: trustworthiness, respect, responsibility, fairness, caring, and citizenship.
Once an inmate has been detained at the Fresno County Jail, the District Attorney’s office has two complete court days from arrest in order to file charges. Court days are 8am to 5pm Monday through Friday, and do not include holidays. Therefore, an inmate may be detained without charges for an extended period of time, depending on when an inmate was arrested.

Inmates at the Fresno County Jail are encouraged to give and receive mail. Inmates may purchase pre-stamped envelopes from the Jail commissary and send unlimited mail. Indigent inmates can get two pre-stamped envelopes each week as part of the indigent package.
All mail that is entering or leaving the jail will be searched for contraband. The writing in the mail will also be scanned for content. Legal and other government mail will not be scanned for content, but may still be searched for contraband. In addition, any mail from an official government office will be inspected for authenticity before being delivered to an inmate.
All incoming mail must include the inmate’s booking and jail identification numbers on the front of the envelope. The inmate’s name should look as it appears on the inmate’s wristband. You can find booking numbers at the inmate locator.
Mail is not picked up, processed, or delivered on weekends or holidays.
Inmates may receive mail in the form of letters, postcards, and greeting cards. Greeting cards should be of normal size, on regular paper (no embossed cards, cards with transparent overlay, two-ply cards, or cards that move or contain sound-making devices). Inmates can receive newspaper clippings and articles, but only in reasonable amounts. Inmates can receive photographs 4x6 or smaller, but they cannot be Polaroid or any other type of film that has a backing capable of concealing contraband. The inmate’s booking id and JID numbers should be written on the back of all photographs. Photographs cannot contain nudity, partial nudity, or be sexually suggestive.
Inmates cannot receive the following items: things mailed in padded envelopes or boxes, currency, negotiable instruments, stamps, stationary items, plastic, laminated items, paper other than standard writing paper, food or drinks, things written in stuff other than pen or pencil, mail with foreign substances on it, loose pages from books, sexually explicit materials, gang-related pictures or writings, anything likely to incite violence, racist material, material with gambling or lotteries, anything threatening blackmail or extortion, contraband, information with escape plans, anything that could constitute a clear and present danger to the facility or its inhabitants, any material advocating criminal activity, coded messages, instructions for the construction of weapons, instructions for the brewing of alcohol or manufacture of drugs.
Inmates may receive books, magazines, and newspapers if they are mailed directly from the publisher, book club, or bookstore, and they are all soft materials. No hardback books permitted. If a book is unavailable in a softbound edition and the inmate wishes to receive the book, then the hard cover will be removed.

The Fresno County Jail has inmate information available on an inmate roster. You can search for inmates by booking number, or an inmate’s last name. You can also search by partial last name. Running a search by last name will pull up an overview of inmates, which includes: personID, booking number, booking name, sex, race, birthdate, and age. Clicking on the booking number brings up a more detailed record that also includes: hair color, eye color, height, weight, arrest date, arrest time, booking date, booking time, arresting agency, housing location, charges, and bail for each charge (if available). The Fresno County Jail does not have an online mugshot database.
Visitation at the Fresno County Jail is non-contact visitation using a telephone handset and seeing the inmate through a visitation window. The visiting week runs from Saturday through Friday, and each facility has a visitation schedule. Inmates are permitted two 30-minute social visits each week, and may request a single one-hour visit each week, instead. An inmate’s minor children cannot visit unless accompanied by an adult visitor. Children must be kept under control by the adult or the visit may be terminated. There is a maximum of three visitors, including children, allowed to visit at t time. Inmates who are out of their cells for activities will not be able to exercise visitation. Inmates have the right to refuse visits. All visits are monitored and may be recorded.
All adult visitors must provide proper identification to visit. Proper identification includes valid state-issued driver’s licenses or identification cards, passports, armed forces identification, foreign consulate picture identification cards, and identification cards issued by the United States Department of Justice.
Visitors may not bring anything into the facility except for ID and car keys. If you are bringing an infant to visitation, you may also bring one blanket, one diaper, and one bottle. Cell phones and other electronics are specifically prohibited. Visitors cannot sit on the visiting table. Visitors and inmates must remain fully dressed for the entire visit. Visitors should only visit with the inmate they came to visit. No disruptive behavior or excessively loud talking. In addition, visitors must follow a dress code, which requires: shoes or sandals at all times; all buttons, snaps, and zippers remain fastened; undergarments under translucent clothing; no clothing more than 3 inches above the knee; no clothing that exposes the chest, genitals, or buttocks; no tight clothing; no sheer or transparent clothing; no midriff-baring clothing; no clothing with obscene or offensive language or drawings; and no clothing that promotes violence, hate, drug use, sex acts, or gangs.
Hospitalized inmates will not be allowed personal visits, unless they are pre-approved by a Watch Commander. Generally, this will require that an inmate be hospitalized for 30 or more days or have a life-threatening or critical injury or illness. Pregnant inmates can have a support person with them during delivery, but the support person must be approved ahead-of-time. In addition, the appointed guardian for the infant may be permitted to visit the inmate in the hospital.
You need to know an inmate’s location in order to determine the visitation schedule for that inmate. Visitation hours vary by inmate and are determined by housing unit. They are also subject to change.

As is the usual rule for jails, inmates at the Fresno County Jail cannot receive incoming phone calls. You can contact the Watch Commander at 559-600-8440 if you are experiencing an emergency and the Watch Commander will contact the inmate if he/she feels it is warranted.
However, under the California Penal Code § 851.5 inmates have the right to make at least three local telephone calls after being booked. In addition, they can make collect long distance calls.
Once inmates have been booked, they are assigned a housing unit. Depending on the housing unit that the inmate is assigned, they will either have access to telephones in their cells or in the dayroom. Inmates usually have access to phones from 8:00am to 9:45pm. However, telephones may not be available during lockdown periods, during searches, or during jail emergencies. Inmate access to phones may be restricted for disciplinary reasons.
The Fresno County Jail uses Legacy Inmate Communications as its phone service provider. Inmates can make prepaid phone calls using Legacy or collect calls, but many cell phones cannot accept collect calls. If your cell phone provider does not accept phone calls, you will need to establish a prepaid account in order to communicate with an inmate.
You must follow rules in order to have communications with an inmate. Calls will be disconnected if you attempt to dial three-way, put a jail caller on hold, use call waiting features, press any numbers on the keypad, or have long pauses in your conversation.
The Fresno County Jail provides essentials for inmates, but inmates may want to purchase commissary items to supplement what they get. They can order snacks, stationery, hygiene products, over-the-counter medications, and reading glasses.

The Fresno County Jail is a local jail facility run by the Fresno County Sheriff and Coroner’s Office. It is an unusually open facility; some members of the public may be able to take tours of the Fresno County Jail. However, the Fresno County Sheriff-Coroner’s Office Jail Division will only provide jail tours to people or groups with a legitimate academic or professional interest in law enforcement. Groups might include, but are not limited to: law students, criminal justice majors, law enforcement officers, court officials, or dignitaries. For student groups, an instructor must request the tour and must attend the tour with the students. All tours are given at the discretion of the jail staff and any person may be refused the right to tour the jail. To schedule a tour, you can contact Jail Staff at 559-600-8726. It is very important for tour takers to understand that the Fresno County Jail is a no-hostage facility. Jail staff will not bargain with hostage takers for any reason. The jail can be an unpleasant, unpredictable, and hostile environment. Tour members should anticipate being subject to vulgar and/or obscene forms of communication and may find themselves targeted for that behavior.
