- The center was opened in 1974 to replace a minimum security bunkhouse at the Winnebago State Farm (now the site of Oshkosh Correctional Institution). The center's primary function was to meet the needs of the state farm in the form of inmate labor and staff supervision. The Winnebago State Farm closed in the early 1990's to facilitate an expansion at Oshkosh Correctional Institution. This significantly changed the mission of the center.
