- Groundbreaking for the construction of RGCI took place on June 18, 1999.  RGCI encompasses 89 acres of land, of which 22 acres are contained within the secure perimeter.  The secure perimeter consists of two high-security fences that are equipped with razor-ribbon wire and a "shock" or "knock-down" feature.  The institution is tobacco free for staff, visitors, and inmates.  The average age of Wisconsin inmates is 32.
