- MSCC is a 58 bed minimum security, handicapped accessible, state-owned prison built in 1981 in Milwaukee. The center is named in honor of Mr. Marshall E. Sherrer who, in 1972, was selected as the first black superintendent in the Wisconsin. At that time, the center was known as the Metro Center. Mr. Sherrer, who was raised in Milwaukee and never attained a high school degree, was a hardworking and dedicated man who earned his way up the Army ranks. He also worked as a mechanic prior to beginning his career with the DOC as a juvenile supervisor at the Ethan Allen-Wales Boys School.
