The Jessamine County Detention Center, located in Nicholasville, Kentucky, is the local jail facility for Jessamine County, Kentucky. The Jessamine County Detention Center has evolved from the Jessamine County Jail. Located in a historic building, which was built by Benjamin and Theodosia Netherland, two of the county’s founders and which was once the site of Mingo Tavern, a social gathering joint that also served as a hotel and post office, the site served multiple purposes including as a jail in the county’s early years. In 1869, the county approved funds to build a new jail. Stones for the construction of the new jail were hauled by horse and wagon from the Kentucky River. The site of the old jail is now a rental location for county-area meetings.
The inmates at the jail have the opportunity to be involved in the Jessamine County Roadside Litter Program. This program uses grant funding from the State of Kentucky to pay the salaries of Deputies who are assigned to take inmates throughout the county to pick up litter. This program has been overhauled under the current Jailer, who increased its cost efficiency and began to run the program seven days a week, to ensure that the county is kept looking more beautiful.
Another initiative instituted by the current Jailer is the Detention Center’s Garden Program. Implemented to help lower food costs at the jail, the program also provides inmates with fresh vegetables and vocational training focused on teaching inmates how to grow a garden.
The Jailer also offers a number of different types of rehabilitation programs in the jail. The Resilience Program is aimed at helping inmates who struggle with drug or alcohol addiction. The Baptism Program focuses on meeting the spiritual needs of inmates. The Inside Out Dad Program focuses on helping incarcerated fathers learn better parenting skills, so that they can be better fathers once they are released from jail. In addition, through the Community Works Program, inmates who are classified as non-violent offenders can give back to the county. County agencies that use inmate works include: the County Recycling Center, the County Road Department, the County Animal Shelter, Maple Grove Cemetery, the Roadside Litter Program, Parks and Recreation, County Construction and Maintenance, and Camp Nelson Heritage Park.

Jessamine County has an extensive list of jail mail rules. The Detention Center seeks to facilitate communication between inmates and those outside of the facility, but balances that desire with the need to maintain order and security in the facility.
Inmates are permitted to send any outgoing correspondence that does not violate state or federal law, as well as any applicable court decisions. Indigent inmates can submit a request for postage and writing materials to the Canteen Supervisor or Canteen Officer, who will supply the inmate with two (2) envelopes, two (2) sheets of paper, two (2) postage stamps, and a pencil. Indigent inmates can receive these supplies once per week.
Letters that are sent to inmates, and are not legal mail, are opened and inspected prior to being given to the inmates. Letters are inspected for contraband, materials, and information that could threaten the security of the facility. Legal mail, which includes mail from attorneys, the court, or other public officials, is opened by the detention officers in the inmate’s presence. Unlike regular mail, legal mail is not read by detention officers during inspection.
Inmates can receive printed religious materials, but they must be soft-cover and are subject to approval. They must comply with censorship guidelines.
Contraband is prohibited in mailed materials. If an inmate receives mails that contains contraband, the inmate will be informed that contraband was found. The jail will investigate any attempts to send contraband into the facility and seek prosecution of the person responsible for mailing the items.
Mail addressed to inmates who are no longer in custody is considered undeliverable. If mail is undeliverable, the mail officer will attach an explanatory note and return it to sender.
The following items are prohibited. They are not allowed in an inmate’s possession, in the living quarters, and are subject to confiscation:
Photographs or explicit drawings of nude people or people whose sexual organs are fully exposed.
Photographs or explicit drawings of gang symbols, gang-related actions, or tattoo tracings.
Information about how to build weapons, how to pick locks or create lock picks, diagrams of locks or security devices, how to defeat internet or telephone security, and how to commit credit card or wire fraud.
Generally, items that could be expected to encourage violent or disruptive behavior, or that would facilitate any criminal acts are prohibited. This includes any text that is in code. If there are questions about whether material should be permitted, it can go before a review committee, which consists of a Jailer, a member of the public, and a lawyer.

The Jessamine County Detention Center has an inmate roster, which lists all of the inmates currently at the jail in alphabetical order. You can also click on the booking date tab. Doing so allows you to search for inmates by booking date, by allowing you to arrange them by order of their booking date, either the most recently booked to the inmate who has been in jail the longest, or in the other direction. In addition to booking date, you can find the following information about each inmate: age, height, weight, hair color, race, sex, eye color, and specific information about the booking including charges, status of the charges, the arresting agency, and the arresting officer.
Unlike some local jails, Jessamine County Detention Center does not maintain a dedicated booking photos/mugshots database. However, there are booking photos in the detailed files that you can find in the inmate roster. To view the photos, you first need to locate the inmate’s file in the inmate roster; there is not a way to view all of the booking photos in a group on the jail’s website.

The Jessamine County Detention Center uses Getting Out, a service that is run by jail service provider Telmate, as its inmate phone service provider.
In order to get calls from inmates at the Jessamine County Detention Center, you have to confirm your identity through the Telmate Verified Program. This program is designed to protect you and the inmates by helping eliminate fraud and the possibility of extortion. You can verify your identity in two ways. You can make a deposit to an inmate account or phone number, which auto-verifies you. You can also create an account, which involves answering questions that will allow you to verify your identity.
Inmates cannot receive incoming phone calls. Only inmates can initiate phone calls. To do so, the inmate simply dials your phone number. You will hear an announcement that you are receiving a call from the inmate’s name and that the inmate is an inmate at Jessamine County Detention Center. You will also get a notice that the call is subject to recording and monitoring. You will be given the option to accept all communication from the inmate and Telmate.
If an inmate has no funds in his account, and is placing his first call to you, then the call will be free for a short period of time, in order for the inmate to explain to you how calls work from the facility. After that, you will be given the opportunity to pay for the call.
There are three ways to pay for an inmate call. Prepaid allows you to pay upfront and the inmate can make calls until the money runs out. By creating a prepaid account, you can save money on each call. Quick connect allows you to pay for phone calls with a credit card, but additional fees, costs, restrictions, and limitations may apply. Collect calls can be billed to your landline phone account.
You may leave a voicemail for an inmate, up to 3 minutes in length, by calling 866-516-0115 and selecting option 4.
You can block future calls from an inmate by calling 866-516-0155 from the phone number that you wish to have blocked, selecting option 5, and following the prompts.
In addition to phone services, Telmate provides the following services at the Jessamine County Detention Center: inmate tablets that allow you to send and receive messages to inmates, share photos, and even video visitation.
There are several ways to make deposits to an inmate’s Telmate account: by phone, which is available 24/7 at 866-516-0115; at the jail facility; online; and by using a mobile app. You can also make three different types of deposits: an inmate account allows inmates to use their discretion on how to spend funds, a friends and family accounts pay for calls and services to specified people, and a trust account allows inmates to use funds for commissary services.
The Jessamine County Detention Center uses Tiger Commissary to provide commissary/canteen services to its inmates. At Tiger Commissary’s website, you can make web deposits into an inmate’s trust account or place commissary purchases for an inmate. Commissary items are subject to change, but consist of items that inmates do not receive from the jail. These items can include hygiene items, snacks, clothing, recreational items, writing supplies, stamps, over the counter medications, and other items. You can also order packages for the inmate, which consist of collections. These packages may be themed and may cost less than purchasing items individually for the inmate.
In addition, the Jessamine County Detention Center uses Getting Out, a Telmate service, to provide accounts for inmates. One of the account types that Telmate provides is an inmate trust account, which the inmate can use for commissary purchases. You can load money into the Telmate account by phone, in person at the facility, online, or using a mobile app. If you select the trust account option, rather than either of the other two options, then the inmate has the discretion to use those funds for commissary purchases.

There are two main options for paying bail in Jessamine County. The first option is cash bond, which requires you to post the entire amount of the bond. The bond is used to secure the defendant’s appearance at trial and is refundable as long as the defendant appears at all scheduled court dates and complies with any other conditions of bail. The other is a surety bond, where you secure the services of a bail bondsman who guarantees that the defendant will appear in court, and, if the defendant fails to appear, is liable to the court for the entire amount of the bond. Sureties, also known as bail bondsmen, charge a fee for this service, which is usually a percentage of the total bond amount.
