About Prison

The Eastern Regional Jail and Corrections Facility is a local-level jail facility that is located in Martinsburg, which is in the eastern panhandle region of West Virginia.  It services Berkeley, Jefferson, and Morgan counties.

The West Virginia Division of Corrections and Rehabilitation is in charge of all of the local jail facilities in the state of West Virginia.  This is a significant difference from how local jails are handled in other states.  In most states, local jails are run by county sheriff’s offices and municipal police departments.  However, in West Virginia, the state legislature first recommended that local jails be consolidated under the control of the state in 1946.  While these changes were not made immediately and local jails attempted to improve conditions, the state eventually adopted a regional jail system that took over all of the local jails.  In 1985, West Virginia established the West Virginia Regional Jail and Prison Authority, which then constructed regional jails and took over local jail duties for different regions in West Virginia. This led to the construction of 12 regional jail facilities, including the Eastern Regional Jail and Corrections Facility.

One of the things that consolidation into state-controlled regional jail facilities made possible was the provision of a wide variety of jail programming available to detainees and inmates, even in these local jail facilities.  While in some local jails, inmates do not have access to any type of inmate programming, at the Eastern Regional Jail and Corrections Facility, inmates have access to a wide amount of programming.  These programs include parenting classes, anger management, domestic violence prevention and intervention classes, and alcohol and/or substance abuse treatment classes.  Not all inmates who are incarcerated will have time to complete some of the programs, however West Virginia puts an emphasis on rehabilitation and provides incentives for longer-term inmates to complete the programs.  Inmates serving sentences that are six months or longer in length get “good time” credit for completing the programs; they can get up to five days of good time for each program completed, for a maximum of 30 days.  The programming is not free; there is a $25.00 fee per class on enrollment, but inmates who are unable to pay can still enroll in the class.  They will just be required to pay if the money becomes available in their inmate account.

The Executive Director of the West Virginia Division of Corrections and Rehabilitation is David A. Farmer and the Deputy Director is Lori A. Lynch, but they are not in charge of day-to-day operations at the Eastern Regional Jail and Corrections Facility; the jail superintendent for that facility is John Sheeley.

Throughout the West Virginia Division of Corrections and Rehabilitation, the inmates are all allowed to receive and send mail.  They have a uniform set of rules that apply to mail in all of these different jail facilities.  Violation of the rules can not only result in mail not being delivered, but also subject you to prosecution.

Appropriate addressing is important for jail mail; this is for both the sender and the receiver.  All mail sent to an inmate needs to have the inmates’ full name on it; do not use nicknames or aliases.  If you have an inmate’s booking number, you can include it, which can help differentiate the inmate from inmate’s with similar names.  You must include your full return address, with both your full name and correct mailing address.  You cannot send third-party email to inmates at the Eastern Regional Jail and Corrections Facility.

The only type of mail delivery that is acceptable at the Eastern Regional Jail and Corrections Facility is the United States Postal Service.  The jail does not accept hand deliveries and it does not accept deliveries from private delivery companies like FedEx or UPS.

Jail mail is monitored and checked for contraband.  Legal mail will be checked in an inmate’s presence, but other incoming and outgoing mail will be checked before delivery to the inmate.

Jail mail is not allowed to be ornate.  Jail mail should be written on plain write paper and in standard blue or black ink.  The letters should not contain any type of additional substance, such as paint, glitter, perfume, lipstick, bodily fluids, or any unidentifiable substances.  If you choose to send a greeting card, you must send a plain-styled greeting card without any moving or musical parts, plastic, metal, or wood.  In fact, if any part of the card could be used as a weapon or to help create a weapon, then it is not acceptable.

There are rules about inmate photos.  Inmates may be limited in the number of photos that they can receive in the mail or in the total number of photos that they can have.  Photos are generally limited in size, usually to 4x6 images or smaller.   Most jails restrict inmates to receiving photos that are lab-processed, rather than printed at home.  In addition, inmates cannot receive Polaroid or Polaroid-type photos; the removable backing could be used to smuggle contraband and the rigid edges could be used to help create a weapon.

The content of jail mail can also be monitored.  Whether photos or written words, jail mail should not include any: sexually explicit or pornographic material, any nudity, or any depictions of violence.  Other items that the jail may consider contraband include: nicotine containing products like cigarettes, alcohol, illegal drugs, prescription drugs, over the counter medications, weapons, gang-related materials, wire, materials promoting crime, jail schedules, plastic, wood, materials that are inflammatory, batteries, materials that are biased against race, cloth, materials that are biased against religious orientation, cloth or escape plans.

To send books or other printed materials, like magazines or newspapers, to an inmate, you have to send them through the publisher or an authorized book seller.  In addition, the materials generally must be new and must be in a softcover format.

Inmate Roster

The Eastern Regional Jail and Corrections Facility does not maintain its own inmates database, but it does participate in the West Virginia Regional Jail & Correctional Facility Authority’s inmate search database.  You can use this database to search for inmates throughout the West Virginia Regional Jail and Correctional Authority system.  You can run a search with as little as three letters of an inmate’s last name, but you cannot pull up the full roster for any of the member jails.  Once you find the inmate for whom you are searching, you can pull up a record that includes: booking photos/ mugshots, the inmate’s first and last name, gender, birthdate, weight, height and location.  In addition, you can get information on the type of inmate, the agency that booked the inmate, the case number against the inmate, and bail information, if it is available.

Bookings / Recent Arrests

There is no roster for recent arrests or bookings at the Eastern Regional Jail and Corrections Facility because local jail inmates are processed through a central processing agency.  However, you are able to search locally by using the search West Virginia by county function at the West Virginia Regional Jail and Correction Authority System to find arrests by counties.  You would search Berkeley, Jefferson, and Morgan to find information for the Eastern Regional Jail and Corrections Facility.

Visitation

All visitation at the Eastern Regional Jail and Corrections Facility is non-contact.  You must schedule visitation in advance of your visit.  You call 304-267-0045 between 9:00am and 1:00pm to schedule visits.  You schedule visits one-day in advance over the phone; there are no walk-in visitors or same-day visitation scheduling.  You must call the dedicated visitation scheduling number to schedule visits; no visits will be scheduled over the jail’s regular phone line.  All visits are 30 minutes long, but inmates can schedule one one-hour visit per week, and these longer visits must be preapproved.  Inmates are entitled to one visit each day and two visits per week.  Four visitors may visit at each time.

The visitation schedule is: Monday no visitation: Tuesday from 1:00pm to 4:00pm; Wednesday from 1:00pm to 4:00pm; Thursday from 1:00pm to 4:00pm and 5:30pm to 8:00pm; Friday from 1:00pm to 4:00pm; and Saturday from 8:00am to 11:00am and 1:00pm to 4:00pm.

The West Virginia Division of Corrections and Rehabilitation does not have a dress code available online for visitors to its facilities, including the Eastern Regional Jail and Corrections Facility.  We are providing a general jail dress code. All visitors should wear shirts and shoes.  The following items are prohibited: clothing with obscene, profane, or violent messages or drawings; short-shorts; miniskirts; midriff-baring shirts; transparent or mesh clothing; excessively tight clothing; short dresses or dresses or skirts with revealing slits; cleavage-revealing clothing; spaghetti straps; and tank tops.

Inmate Phone Privileges

Inmate calls are recorded and may be monitored, except for privileged communication, like attorney phone calls.

As with other jail facilities, inmates at the Eastern Regional Jail and Corrections Facility cannot receive incoming phone calls.  Staff may elect to relay messages or ask an inmate to call you if you contact the facility with a verifiable emergency, but whether or not to do so is up to the discretion of the individual jail officer.  Inmates are permitted to make outgoing calls.  These calls be collect calls or calls that use the jail’s phone service provider.

Although the jail supplies necessities for inmates, these are the minimum supplies that an inmate needs.  Jails also offer commissaries for inmates to purchase items not supplied by the jail.  Commissary is also known as canteen.  Though commissary items can vary, the type of items inmates might purchase through commissary include:  soap, shampoo, conditioner, lotion, food, snacks, drinks, shavers, lip balm, over-the-counter medications, clothes, underwear, shoes, books, magazines, paper, stamps, envelopes, drawing supplies, and some entertainment supplies.

Bail Information

The Eastern Regional Jail and Corrections Facility has information about bail, bonds, and whether they have been received available in an inmate’s data that is available at the West Virginia Division of Corrections inmate roster site.  You also need to see if an inmate has any conditions placed on release on bail; West Virginia prohibits people charged with domestic violence or child abuse from living with the alleged victim.

You can bond out in West Virginia in three ways:  recognizance, cash bond, and recognizance with cash bond. If you cannot pay the full amount of cash bail, you can use a bail bond company.  However, while the full amount of cash bond is refunded if an inmate makes it to all court dates and other scheduled appearances, the bail bond company will not refund its fee, which is usually a percentage of the total bail amount.
