The corrections division oversees the care of inmates including operating the correctional facility and the work-release center.  Other employees are responsible for community safety, including offering 24/7 patrols of the unincorporated parts of the county and some contracted cities.

The Yamhill County Correctional Facility considers itself a community-within-the-community and strives to provide the same types of social services that community members have in the broader community, including: medical care, social programs, educational programs, drugs and alcohol counseling, and commissary services.  However, inmates may lose access to non-necessary services for bad behavior.  In addition, Yamhill County strives to help inmates maintain community ties, when possible.  The Yamhill County Work Release Center is a facility that can hold up to 50 inmates.  Inmates at the Work Release Center live in dormitory style housing, but are released each day to go to their regular jobs, which keeps them connected to the community while incarcerated, allowing inmates to support their families, pay court-ordered restitution, and increasing the likelihood of post-release employment, which reduces the likelihood of recidivism.  In addition, some of these inmates may be assigned to the sheriff’s work crew, which performs community service projects, reducing their sentences in exchange for labor.

Inmates may receive mail through the U.S. Postal Service and through private delivery services.  All incoming mail is subject to search, and outgoing mail may be searched as well.  The jail will have rules about mail.  Generally, inmates can receive written correspondence. If you have questions about whether you can mail specific items to an inmate, please contact the Yamhill County Correctional Facility at its main information line to inquire about jail mailing rules.  You may also be able to arrange for inmates to receive magazines, newspapers, and books, but may need to arrange to have them sent directly from the publisher.

Mail is only received Monday-Fridays and is processed the day it is received and delivered to inmates the following weekday.  All mail must have a legible return address on the outside of the envelope or on the postcard; mail without a legible return address will be destroyed.  There is no inmate-to-inmate mail.

The following items are prohibited in mail: foreign substances, such as bodily fluids, hair, lipstick, perfume, glitter, glue, or paint; sexually explicit drawings; cash, money orders, checks or other forms of currency; unusual stains or odors; stickers, decals, or tape; dried or pressed flowers; plastic postcards or greeting Cards; and contents that describe criminal activity or escape plans.

It does not contain additional identifying information, unlike some other systems which allow you to use different types of information including name, birthdate, and social security number to find inmates matching that information.  This means that it may be difficult to differentiate inmates from others simply by looking at the information contained on the inmate list without referring to the photo.

Visitation:

Even though it is a smaller jail facility, visitation rules at the Yamhill County Jail/ Yamhill County Correctional Facility are fairly rigid.  In fact, it is one of the few facilities that bans child visitors.  In addition, as with all jail facilities, visitors who fail to comply with visitation rules not only risk being asked to leave that visitation session, but also risk losing all visitation privileges.

The following is an overview of the Yamhill County Correctional Facility’s Visitation Rules.

-Only adult visitors; no one under 18 years of age is permitted into the facility.  This rule applies to minors who are family members as well as non-related minors.
-All visitors must be on the inmate’s approved visitor list.
-The inmate may only have five visitors on the approved visitor list.
-Visitors currently on some type of community supervision, such as probation or parole, must have written permission from their parole or probation officer in order to visit the jail facility.
-Jail visits must be scheduled online or at the kiosk in the jail’s lobby.
-Visitors must have an email address to schedule visitations or contact the Visitor Support Line at 1-855-208-7389.
-Register for visits at https://yamhillcountyor.gtlvisitme.com.
-Visitors should arrive early for visits; any late visitors will have their visitations canceled.
-All visitors must have valid picture identification.
-Visitors cannot take any items into the visiting room with them; there are lockers provided for storing personal items such as purses, wallets, and cell phones.  These lockers require a quarter to operate.  The quarter is refundable.
-Visitors must wear appropriate clothing.
-Visitation is by cell block.
-Visits must be canceled at least 12 hours prior to visitation.  Failure to comply with this rule could result in suspension or termination of a visitor’s visitation privileges.
-Absolutely no animals are allowed at visitation; this includes service animals for individuals who use them.  Any questions about this policy should be addressed directly to the jail, to determine whether any arrangements can be made for housing or supervising necessary service animals during visitation.
-To arrange visits that fall outside of these rules, the inmate can ask the jail about arranging a special visitation; visitors, even those on the approved list, cannot schedule special visitations.

Inmate Phone Privileges:

Inmates cannot receive incoming phone calls.  Inmates have access to phones for outgoing phone calls.  These phone calls must be collect calls or pre-paid phone calls.   Jail phone calls are monitored and may be recorded.  Any attempt to call transfer or conference call will result in the call being disconnected.

The inmate phone system is GlobalTel Link; you may reach them at 1-877-650-4249 or on their website http://www.gtl.net.  In addition to receiving deposits on their GlobalTel Link accounts, inmates may purchase debit time from commissary if they have funds on their inmate account.

Inmate Trust Accounts / Commissary:

The Yamhill County Correctional Facility uses Inmate Commissary Accounts for inmates to purchase items from the commissary or to make phone calls. Yamhill County Jail does not accept cashier’s checks or money orders for inmate accounts.  All inmate commissary account deposits are now handled by TouchPay Payment Systems.  These deposits can be made by phone, internet, or by using the TouchPay Kiosk in the visitor’s lobby.  To make phone deposits, call TouchPay at 1-866-232-1899.  To make internet deposits, go to http://touchpaydirect.com.  For cash deposits, visit the lobby kiosks.  The lobby kiosks also accept Visa and MasterCard.

Yamhill County Bail Information:

The Yamhill County Correctional Facility also uses TouchPay to process bail.  To post bail during business hours, which are M-F, 8:00AM-Noon and 1:00PM- 5:00PM, you can go to the Trial Court Clerk’s Office, which is located in Room 135 of the Yamhill County Courthouse.  After business hours, you can post bail using the TouchPay kiosk, online, or by phone.  Additional charges will apply for using phone or internet bail services.  If an inmate has a hold in another county, Yamhill County will accept bail money for that county.  However, Yamhill County cannot accept municipal court bail; bail for municipal courts can be posted at that specific court, online, or by phone.
