The Winona County Jail in the local jail facility for Winona County, Minnesota.  It handles defendants arrested throughout Winona County, by several local law enforcement agencies.  These agencies include the Winona County Sheriff’s Office, the Goodview Police Department, the Lewiston Police Department, the St. Charles Police Department, the Winona Police Department, and the Minnesota State Patrol.  The jail houses female and male inmates in both the main jail and a jail annex.  Most inmates are pre-trial inmates, being held at the jail before their criminal trial.  Some of the inmates there are sentenced inmates, which means that they have been sentenced to serve their sentences at the jail facility.  However, a substantial portion of the inmates are listed as “holds,” a malleable category that should not comprise a large portion of a jail’s inmate population.  While the majority of the inmates were held on charges related to drugs or alcohol almost half of them were there for violent crimes. 

The Winona County Jail is under the auspices of the Winona County Sheriff’s Office.  The Winona County Sheriff is Ron Ganrude.  In addition to operating and overseeing the county jail, the Winona County Sheriff’s office is responsible for providing law enforcement coverage to all of Winona County, including: handling communication and dispatch services; patrolling waterways; coordinating with Winona County Emergency Management Service; handles community programming, and performs search and rescue. 

In September 2016, Winona County participated in a Jail and Justice System Assessment (JJSA) by the National Institute of Corrections (NIC).  This assessment was the result of a Department of Corrections order that implemented changes because of jail overcrowding.  This assessment looked at the jail facilities and the services provided by the jail, but also examined the context of the community at large.  Generally speaking, Winona County is a younger County with lower average income and a smaller percentage of residents that go on past high school to attain degrees.  The correlation between lower income and crime rates is a complex one, but has been well-established.  However, income-strapped communities face a dual-fronted problem; they are more likely to experience crime and less likely to have the financial resources to adequately deal with it.  Therefore, they may be more likely to face issues such as jail overcrowding or a lack of resources for those who are incarcerated. 

One of Winona County’s approaches to reducing the jail population is diversion.  Diversion is an alternative to traditional prosecution.  Offenders who qualify for the program can complete a diversion program and have the charges against them dismissed.  The hope is that, by preventing an offender from having a conviction on his or her record, the diversion program will help prevent the unemployment cycle that often drives some criminal behavior.  If a defendant has been arrested and has been booked into the Winona County Jail, you may want to inquire about the availability of the diversion program. 

Another program that the Winona County Jail has to try to reduce recidivism and encourage inmate contact with the community is the Work Release Program.  For inmates to be able to participate in Work Release, they must be ordered by the judge to participate in Work Release.  This program is also known as the Huber Law or Huber Work Release.  However, not all inmates ordered to work release are eligible for the program, because inmates must also be in good standing with the jail and meet all of Winona County Jail’s work release policy requirements.  At this time, Winona County Jail’s work release requirements include passing drug screens, being connected to a GPS monitor while away from the jail (at the inmate’s expense).  In addition, inmates must be able to confirm employment before beginning work release and may be subject to ongoing employment confirmation during the course of the program.  If you have any questions about the work release program, you can contact the Jail Program Coordinator at 507-457-6591.

The Winona County Jail does not provide a list of inmate mail rules.  However, almost all correctional facilities have similar rules regarding inmate mail.  Generally, inmate mail should consist only of writing paper, envelope, and plain pen or pencil writing on the paper.  It should not include any extraneous liquids or stickers on the paper.  Some jails permit inmates to receive photographs and drawings, while others do not.  Those that do permit inmates to receive photographs and drawings generally restrict the content of those images.  No materials should be sent to an inmate if they contain: sexually explicit material, obscene material, pornographic material, material likely to incite violence, material that could be used for an escape plan, racially charged materials, or any other type of material likely to disrupt the jail facility. If permitted, photographs should not be Polaroid or Polaroid-type photos because of the sharp edges, and any cards should be free of plastic, metal, or hard parts that could be used as weapons.

Winona County Jail Roster

The Winona County Jail Inmate Roster provides a complete list of inmates currently incarcerated in the Winona County Jail System.   The jail roster is an alphabetical list of inmates.  The thumbnail version shows you the inmate’s first, middle, and last names; booking photo/mugshot; sex; age; booking number; intake date; intake time; and the charges against the inmate.

Inmate Bookings / Recent Arrests

Although the Winona County Jail does not maintain a specific list of recent arrests or bookings, its Inmate Roster is a comprehensive list that includes the booking date and time in addition to other inmate information such as the inmate’s full name, the charges against the inmate, a booking photo or mugshot, the inmate’s gender, and the inmate’s age.  You could easily use this inmate roster as a way to find recent arrests or bookings.  While it does not have enhanced search functionality, you can easily use the CNTL + F “Find” function on your computer to search for booking dates.  It will not put up a record of inmates only booked on those dates, but you could quickly scan through the inmate population to find the ones booked on your chosen date.

Mugshots

The Winona County Jail does not maintain a specific mugshot or booking photo database.  However, you can find mugshots of current inmates online by looking for the inmate in the Winona County Jail’s Inmate Roster.

Jail Visitation

The Winona County Jail does not have remote visitation, but offers on-site visitation for inmates several days a week.  Visitation is on Sundays, Saturdays, and Wednesdays.  Visiting times differ for male and female inmates.

Winona County Jail offers all non-contact visitation.  They have three non-contact visiting station, which are located near the jail’s front lobby.  They also have two video visitation stations, which serve inmates in the basement Annex housing.  Visitors must register in the public lobby area and check in with the Sheriff’s Office Reception.

Visitation times for adult male inmates are: Sunday from 6:00pm to 8:00pm; Saturday from 10:00am to 12:00pm; and Wednesday from 12:00pm to 4:00pm.

Visitation times for adult female inmates are: Sunday from 8:00pm to 10:00pm; Saturday from 8:00am to 10:00am; and Wednesday from 8:00am to 12:00pm.

Each inmate is permitted a maximum of two visits per visitation day.  However, this is based on availability.  Inmates may not be permitted a second visit if the limited space in the area is all occupied.

Generally, visits are 20 minutes.  However, in order to allow all inmates to exercise their visitation rights, the Detention Deputy on duty at the time may exercise his or her discretion and shorten visitation times.

There can be no unaccompanied minor visitors.  All visitors under the age of eighteen must be accompanied by a legal guardian or adult member of the immediate family.  Children cannot be left unattended in the lobby area and must be supervised at all times.

The Detention Deputy on duty has the power to deny or end visits for any reason.  Generally, they will not do so unless the visit poses some type of hazard to the facility.  For example, if visitors are under the influence of drugs or alcohol, or if the visitors or the inmate becomes disruptive or dangerous, the visit may be terminated.

All visitors must be able to show picture identification prior to a visit.  Government-issued identification cards including passports, driver’s licenses, and military i.d. cards are preferable.  Contact the Winona County Jail for a list of all acceptable forms of picture identification.

No visitors will be permitted if the visitor has been incarcerated in the Winona County Jail sometimes in the last six months.

No visitors will be permitted if there is a restraining order prohibiting either the visitor from contacting the inmate or the inmate from contacting the visitor.

No cell phones, cameras, or other electronics are permitted in the visiting area.

Although the Winona County Jail does not post a dress code for visitors, one of the ways that visitors can be disruptive is to dress in a disrespectful or vulgar manner.  Visitors should avoid clothing that is too revealing, including short-shorts, mini-skirts, tank tops, midriff shirts, shirts that show cleavage, clothing that is see-through or mesh, and clothing that contains offensive messages.

Inmate Phone Privileges

The Winona County Jail uses Reliance Telephone to provide services for inmate phone calls.  Inmates are permitted to make outgoing phone calls, but the phone calls must be collect phone calls.  Inmate phone calls may be monitored or recorded.

Inmate collect calls can work in two ways.  First, they can function just like traditional collect calls, with you choosing to decline or accept charges each time you get a call from an inmate.  The only problem with this system is that many phone service providers have a default that keeps people from getting collect calls or being able to accept them.  You may need to contact your phone service provider to find out if you are able to accept collect calls on your phone.

Inmate Trust Accounts / Commissary

The Winona County Jail does not have a dedicated commissary space.  Instead, the jail has a multi-purpose room that operates as a jail library, indoor exercise area, program space, and has vending machines for commissary.

Bail Information

You can pay bail at the Winona County Jail.  There are a number of options for bail payment and Winona County does not have a bail schedule.  Instead, bail is set for each inmate on an individual basis, depending on the charges, the inmate’s history, and the inmate’s connections to the community. 

Generally, when bail is set, you get two options for payment: full cash bail and using a surety to get a bail bond.  If you pay the full amount of cash bail, then the bail is refundable as long as the inmate appears at all scheduled court appearances and hearings.  If you are unable to pay the full amount of cash bail and hire a bail bondsman, then the bail bondsman charges you a fee, usually 10 percent of the bond amount, to guarantee that the inmate will appear in court.  That fee is non-refundable.

While the Winona County Jail will not recommend a particular bail bondsman, you can locate one using the Yellow Pages or by looking online.   

Conclusion

The Winona County Jail is the local jail for Winona County, Minnesota.  It is run by the Winona County Sheriff’s Office and services Winona County law enforcement agencies including the Winona County Sheriff’s Office, included municipal police departments, and even Minnesota State Troopers.  It also holds some out-of-state inmates from nearby out-of-state communities.  It houses male and female inmates and includes a basement annex to help deal with issues of jail overcrowding.
