The Multnomah County Jail in Multnomah County, Oregon, is a county-level jail that is run by the Multnomah County Sheriff’s Office. Multnomah County is a large county in the Portland Oregon metropolitan area.  The Multnomah County Sheriff is Michael Reese, but the head of the jail is Chief Deputy Michael Shults.  The commander of the Multnomah County Detention Center is Captain Jeffrey Wheeler.  The commander of the Multnomah County Inverness Jail is Captain Stephen Alexander.

The Multnomah County jail considers staff and inmate safety to be its number one priority.  This can be seen in its approach to inmates, housing, and staffing. Therefore, it places a particular emphasis on ensuring that inmates are placed in the appropriate housing units. Inmate health is considered, with a nurse conducting interviews to identify current health problems and determine whether they require current treatment or monitoring with the possibility of a future intervention.  Inmate mental health is also considered, with the screenings aimed at determining when inmates are depressed or at risk of suicide.  In addition to screening inmates for potential health problems, officials also interview them and review their records to attempt to determine the appropriate placement for them.

Housing decisions are ultimately made by the Classification Unit, which uses a combination of technical criteria, objective interview questions, and subjective experience and judgment to determine the appropriate housing assignment for inmates.  This extensive intake process not only helps place inmates in the right housing units, but also identifies inmates who are in need of specialized programs and interventions.  Sometimes access to those programs depends on an inmate’s housing.

Another way that the jail ensures safety is by emphasizing staff training.  Safety training can cover topics as diverse as appropriate physical defense tactics and what cleaning supplies inmate can access.  This ensures that staff can incorporate safety techniques to help prevent violence towards other inmates, guards, and staff.

Inmate housing is both modular and in dormitories.  The dormitory section of the jail is a direct supervision jail, where the deputy works directly with inmates, inside the jail facility.

Because there are two jail facilities, there are two main jail phone numbers.  The main number for the Multnomah County Detention Center is 503-988-3689.  The main number for the Multnomah County Inverness Jail is 503-988-5060.  There is also a number that gives information on all inmates in Multnomah County jail facilities: 503-988-3689.

Although there are two jail facilities, there is only one mailing address for inmate mail.

In addition to postal mail, inmates can receive written messages.  To send a written message to an inmate outside of the mail system, a person must come in person to fill out an “Inmate Memo Form.”  This form will then be sent through the Multnomah County Sheriff’s Office’s interdepartmental mail to the inmate at their housing facility.  If the inmate is no longer at the facility, the memo is discarded.

Mail delivery at Multnomah County Detention Center is Monday- Friday from 7:00am to 7:00pm. 

Mail delivery at Multnomah County Inverness Jail is Monday-Friday from 7:00am to 10:30pm.

Inmates can receive personal mail, legal mail, books, and magazines. Books and magazines must be sent directly from the publisher.  Acceptable items include: letters, appropriate photos, and appropriate funds.

Sending contraband to a correctional facility is a felony offense and could subject the offender and recipient to felony charges.  Nuisance contraband will be returned to sender or sent to the Dead Letter Office.

The following items are considered contraband:  Polaroid or similar-style photos with a stiff backing; flammable materials; escape plans; drugs; drug paraphernalia; explosives; weapons; components, ingredients, or materials used to make weapons or explosives; photographs larger than 8 ½ x 11; books or pages clipped from books; magazines; stamps; pens; personal checks; bus passes; stickers; phone cards; personal checks; sexually explicit material; nudity; material that could incite violence or otherwise pose a threat to the facility; any electronic media storage device; foreign substances; labels; stickers; and scrap book items.

To send books or magazines to an inmate, you must send them directly from the publisher or approved retailer via the U.S. Postal Service.  Preferred services include:

You can send books through other services, but if the service is considered questionable, the books or magazines may not be delivered to the inmate.

Multnomah County Jail Roster:

Multnomah County maintains two ways to find out if an inmate is in a Multnomah County Jail facility.  You can call the jail information line at 503-988-3689.  You can also check the Public Access to Inmate Data (PAID) website.  At the PAID website, you can search for bookings, civil cases, and inmate data.  You can search by inmate first name, inmate last name, or by the inmate’s custodial status. 

After you locate an inmate by searching for them, you can click on an inmate’s record for additional information about the inmate.  The records contain: the inmate’s SWIS ID; name; age; gender; race; height; weight; hair color; eye color; arresting agency; booking date; assigned facility; projected release facility; the charges against the inmate; the inmate’s sentencing status; the inmate’s bond or bail; and a booking photo/mugshot.

Jail Visitation:

There are two types of visits at the jail: video visiting and in-person visiting.

Video visiting is done by Securus Video Visiting.  You must sign up through Securus prior to a visit, and the visits cost $5.00.  You need a credit card or a debit card to process the visitation fee, which must be pre-paid and is non-refundable.

Visitation is at the Multnomah County Detention Center Jail, which is located at 1120 SW Third Ave. in Portland and at the Multnomah Inverness Jail at 11540 NE Inverness Drive in Portland.

Visiting hours at the Multnomah County Detention Center are: Saturday and Sunday from 9:00am to 2:15pm and 4:15pm to 9:30 pm.

Kiosk visiting hours at the Multnomah County Detention Center are Monday through Sunday from 9:00am to 11:00am; 1:00pm to 3:00pm; and 4:00pm to 5:30pm.

In-person visiting hours at the Inverness Jail are Saturday from 9:00am to 2:00pm.

Video visiting hours at the Inverness Jail are Monday through Sunday from 9:00am to 11:00am; 1:00pm to 3:00pm; 4:00pm to 5:30pm; and 7:00pm to 10:00pm.

Remote visits at the Inverness Jail are Monday through Sunday from 9:00am to 11:00am; 1:00pm to 3:00pm; 4:00pm to 5:30pm; and 7:00pm to 10:00pm.

Visitors are subject to the jail’s rules and regulations.  Visitors under the age of 18 must be accompanied by an approved adult including parents or legal guardians.  If a minor is married to an inmate, the minor must show proof of the marriage in order to be able to visit the inmate.

Visits are not guaranteed.  They can be denied, terminated, or delayed at the discretion of the jail staff.  If a visitor violates the visiting rules, the visit will be terminated and visitation privileges may be terminated. 

The Rules and Regulations for visiting are:

-No visitors under the influence of drugs or alcohol
-No contraband in jail; even nuisance contraband can subject you to arrest and prosecution
-Behave in a non-threatening way
-No suggestive clothing including: short dresses or shorts, bare midriffs, low-cut blouses, see-through clothing, or clothing with offensive images or language
-No pens, matches, lighters, sharp objects, pocketknives, containers, or tobacco in visiting room
-No storing items in the waiting area during the visit; there are lockers available off the lobby
-All children must stay seated during the visit and must not be left unsupervised
-Go directly to your visiting area
-No defacing jail property
-End your visit on time
-Submit to a search of your belonging and a pat-down
-No visitors with outstanding warrants
-No weapons, explosives, ammunition, alcohol, or drugs
-The visit is terminated as soon as a visitor or inmate leaves the visiting area
-Only visit with the inmate you are scheduled to visit
-No sexual activity

Inmate Phone Privileges:

The Multnomah County Jail allows inmates to place outgoing calls, but inmates cannot receive incoming phone calls. 

Outgoing phone calls must be made during an inmate’s walk time.  Calls are limited to 15 minutes.  No three-way calls or forwarded calls are permitted.
Inmates are able to make some free phone calls including: phone calls to attorneys, official agencies, parole officers, and probation officers.

Inmates can make two types of phone calls: collect calls and calls made through the Correctional Billing Services (CBS). contact Correctional Billing Services (CBS) to set up a phone account.  Their number is 1-800-844-6591. 

If you are getting phone calls from an inmate and want them to stop, or have been harassed or threatened by an inmate, you need to contact the facility where the inmate is being detained.  Please contact the facility immediately if there has been harassment or threats.  You can contact the Justice Center Jail at (503) 988-3689 and the Inverness Jail at (503) 988-5060.  You can also block calls by striking 6 on the phone keypad when you receive a call. s

Inmate Trust Accounts / Commissary:

Inmates can use funds from their inmate trust accounts, also known as commissary accounts, to purchase things that are not provided by the jail.

You can make deposits several ways:

There are TouchPay Kiosks located in the jail lobbies.  They accept cash/debit/credit.  You can make deposits during regular hours.

You can make deposits online at touchpayonline.com.  The facility number is 297204.

You can make some deposits via the mail.  In fact, any government issued checks, transfer checks, and payroll checks must be made via U.S. Mail and sent to:

Bail Information:

To find out whether an inmate is eligible for bail, you can look at the inmate’s information on the inmate lookup tool or call the jail information line at 503-988-3689.

To post bail, you need to go to the Justice Center Public Desk.  The Multnomah County Sheriff’s Office accepts bail 24/7, but there are three breaks each day: 6am-7am; 2pm-3pm; and 10pm-11pm.

If you need the services of a bondsman, you can find one in the Yellow Pages or online.  The jail cannot recommend any particular bondsman or bond company.

As a correctional facility, both of the Multnomah County jail facilities emphasize inmate and staff safety.  That is why inmates undergo extensive intake screening, which is focused on placing inmates in dormitories that match their needs and provide the optimum security for them.  In addition, the highly trained staff has continuous training on safe ways to control inmate populations.  This can include constant monitoring of the inmate population and supervision while inmates are moving around the facility.  This depends, in part, on where an inmate is eventually housed.  There are two types of housing: modular housing which means cells and dormitory housing.
