About Prison

The J. Reuben Long Detention Center is the local jail facility for Horry County, South Carolina.  It has been run by the Horry County Sheriff’s Office since July 1, 1999.  Prior to that time, it was run by the Horry County Government.  Since being run by the Horry County Sheriff’s Office, the focus on the jail has been on creating safer communities through a combination of rehabilitation, and secure custodial supervision.

The Director of the J. Reuben Long Detention Center is Wayne Owens.  Owens is a graduate of the University of South Carolina with a Bachelor of Science Degree in Criminal Justice a graduate of the FBI National Academy, and a graduate of the South Carolina Criminal Justice Academy.  He has been involved in jail operations and law enforcement for over 22 years.

Inmates at the J. Reuben Long Detention Center have access to healthcare services, which are provided by Mediko, Inc. This organization is responsible for ordering and administering inmates’ medications, handling physician sick calls, arranging for specialty services, and other medical requirements.  Medical services are not responsible for non-medical needs, like diet requests, commissary requests, or requests for special beds or shoes.  Inmates who are in need of medical services, whether medical, dental, or mental, can place a request for a sick call via the kiosk.  Once the request is made, the nurse alerts the correctional officers who will be seen as sick call.  Inmates must pay a co-pay for services and medication.  Inmates may make requests to see their own private physician or to visit the hospital, but must pay for these services ahead of time.  In addition, visits to private medical care providers must be cleared beforehand by the Medical Staff and Jail Administration.  In addition, because of the non-narcotic policy, narcotic medications may be changed to non-narcotic substitutes.  Inmates who are experiencing a medical emergency should contact correctional officers immediately, so the correctional officers can notify medical staff.

The J. Reuben Long Detention Center does not have extensive jail mail rules listed online, there are some general rules that apply to jail mail.  If you follow these rules, then you should be able to send mail to the inmate without having the mail interrupted.  If you do not follow these rules, then it can delay the receipt of your mail.  In fact, because jail mail rules are designed to keep the jail safe and free from contraband, if you violate some jail mail rules, you may actually be opening yourself up to prosecution.  Therefore, if you have any questions about whether or not your mail complies with jail male rules, you should call the jail and ask questions before sending the mail.

General mail rules include:

Mail should be sent on white paper.  Lined and unlined paper are acceptable.  The paper should be standard 8.5 x 11 inches or smaller.  It may be appropriate to send legal mail on legal sized paper, but standard mail should not be on larger paper.  You may also be able to send mail on postcards or in cards.

Any mail that is sent should have a complete return address and an inmate’s complete mailing information.  Inmates cannot receive third-party mail, so the return address on the envelope should match the sender of the mail in the envelope.

You should only send letters and other permitted items in the inmate mail.  Generally, inmates cannot receive writing supplies, art supplies, books, letters, newspapers, or other items in the mail.  The list of prohibited items includes: stickers, perfume, lipsticks, lip gloss, lip balm, confetti, weapons, glitter, health and beauty supplies, anything that can be used to create a weapon, music-makers, ribbons, string, gang-references, plastic, metal, wood, crime plans, anything that can be used to plan an escape or a crime, gang references, pornography, sexually explicit images, nudity, plastic-coated pictures, Polaroid-style pictures; cards with moving parts, foreign substances, lipstick, perfumes, or bodily fluids.

Inmates cannot receive any puzzle books or any other materials that have staples, paperclips, and other metal objects. 

While you cannot send published materials to an inmate, that does not mean that inmates cannot receive published material, just that the published material must be sent through an authorized retailer like a book store, publisher, or other retailer.  In addition, published materials also have to comply with the content rules that apply to other jail mail.  They should also be softcover and usually new material.  There are also rules about how many books inmates can have.  Inmates may only have 1 personal non-religious book and one magazine or newspaper at a time.  They can choose to donate a personal book to the jail library in order to receive an additional personal book.

As with other detention facilities, inmates at the J. Reuben Long Detention Center, are generally not permitted incoming phone calls.  Instead, inmates can only make outgoing phone calls, and these phone calls are generally collect calls or paid for from an inmate’s phone account.  However, if you are experiencing a verifiable emergency and need to get in contact with an inmate, you can call the jail’s number and explain the emergency. The staff may decide to notify the inmate and ask the inmate to get in contact with you.  You may be required to provide proof of the emergency. 

Inmate Roster

The J. Reuben Long Detention Center maintains does not have a dedicated inmate database, but does have a daily booking and releases roster.  This roster actually lists inmates by their booking date.  When you pull it up you can see a full list of recent arrests.  The detailed information includes: the inmate’s first name, the inmate’s last name, the city where the inmate lives, the inmate’s ethnicity, the inmate’s sex, the inmate’s date-of-birth, the inmate’s age, when the inmate was booked, when the inmate was released (if applicable), the inmate’s booking number, the arresting agency, the charges, how the charges were resolved, and the amount of bail.  In addition, the roster contains mugshots/ booking photos of the inmates.

Bookings/ Recent Arrests

The J. Reuben Long Detention Center has an extremely detailed daily booking and releases roster.  This roster list all inmates booked on a specific date.  It also includes extensive information about each inmate, as well as booking photos/ mugshots.  This information includes: the inmate’s full name, race, gender, date-of-birth, when the inmate was booked, when the inmate was released, the amount of bail that was set, whether bail has been paid, arresting information, the charges against the inmate, and whether any charges have been resolved.

Visitation

Inmate visiting hours at J. Reuben Long Detention Center are as follows: Monday from 8:30am to 3:15pm; Tuesday from 8:30am to 3:15pm and 6:30pm to 8:00pm; Wednesday from 8:30am to 3:15pm; Thursday from 8:30am to 3:15pm and 6:30pm to 8:00pm; and Saturday from 8:30am to 3:15pm.   There are no visits on Fridays or Sundays.

You must schedule visits in order to visit.  You can schedule visits from 24 hours to 7 days in advance.  You have to call the visitation office in order to schedule visitation.  That number is 843-915-6860.  You can only call to schedule visitation on Monday, Wednesday, or Friday from 8:30am to 10:30am and 2:00pm to 4:00pm.  However, you can call and leave a voicemail; make sure you leave a contact number with any message.  You can also schedule visits online.  Visit https://horrycountysc.gtlvisitme.com/app.  To schedule a visit using the online system, you must use the email that is registered with the Visitation Office.  You can use your email address to create a password.  With that account, you can go online to schedule visits from 2 to 7 days in advance.

Inmates also have to complete a visitation request at the kiosk in the jail.  To do this, they must list the people that they wish to visit.  They can list up to five potential visitors on their visitor list, but only three visitors can visit at a time.  If you are not listed on the kiosk, then you will not be approved for a visit.  While only one visitor has to schedule the visit, all visitors must be on the approved list.  Inmates can only have two scheduled 30 minutes visits per week.

Visitors have to present a photo identification in order to visit.  The ID must have a date of birth.  If a visitor does not have a photo identification, then the visitor can present two alternative types of identification to verify name and address.  The date of birth must be on at least one of the documents.

Visitors who are late to visitation may be unable to visit.  Visitors who are more than 10 minutes late will have their visit canceled.

Visitors are prohibited from taking certain items into visitation, including: purses, recording devices, and other items.  Visitors cannot pass or receive anything from inmates; attempts to do so can result in prosecution.  Visitors may be searched before visiting, including a pat-down search.  Visitors who refuse to be searched, may be denied the right to visit.  Visitors cannot wander in the visitation area, but have to stay in assigned booths during visitation.  Any visitors under the age of 17 have to be supervised by a parent or other legal guardian at all times; children cannot be left unattended anywhere in the jail facility.  Visitors have to wear shoes and shirts during visitation, and visitors must wear appropriate clothing during visitation.

If you have any special considerations for visitation, you can contact the jail ahead of time.  You will not be permitted special accommodations unless you plan them in advance. 

There are different rules for professional visits.  Attorneys have access to their clients at reasonable times, but not during mealtimes or when inmates are being moved around the facility.  These visits do not have to be scheduled in advance, but there may be delays for professional visits.

Inmate Phone Privileges

The inmates at the J. Reuben Long Detention Center have access to phones in the general population housing units.  This is not continuous access, but periodic access.  The inmate phone system can only place outgoing collect calls.  Inmates are not allowed to receive incoming phone calls.  Jail staff will not pass messages or notes to inmates.  However, if you have an emergency, you can call the jail and ask to speak to the Chaplain’s Office.

Inmate Trust Accounts / Commissary

The J. Reuben Long Detention Center uses McDaniel Supply Company to provide commissary services to their inmates.  Commissary, which may also be known as canteen, is a way for inmates to order items that are not supplied to them by the jail.  These items include things like clothing, writing materials, snack foods, and hygiene products.  Inmates can make purchases from commissary if they have money in their inmate accounts.  If an inmate is in maximum security, the ability to purchase items is restricted to hygiene products and writing supplies.

Commissary orders are processed twice a week: Monday and Thursday mornings at 7:00am.  The orders are then delivered on Tuesday and Fridays.  Inmates are allowed to order items as long as they have sufficient funds in their account when the orders are processed.

You can visit McDaniel Supply Company online to deposit funds into an inmate’s account, or put money in an inmate’s account using the lobby kiosk located in the jail. There are fees associated with these deposits.  You can also use Western Union to make wire transfers to the Detention Center.  You can also make deposits with U.S. Postal Service money orders and IRS checks.  The money orders must be filled out with the inmate’s name and the sender’s information.  The jail will not accept personal checks, cashier’s checks, or certified checks.  You cannot use cash to make deposits into an inmate’s account.  If you send any cash, it will be confiscated as contraband and sent to the Horry County Treasurer’s Office by the end of the year.

Bail Information

The J. Reuben Long Detention Center has bond hearings twice a day, 7 days a week.  They have hearings on holidays, but the bond hearings may be delayed.  The Detention Center has a process for releasing inmates.  The process usually takes 30 minutes, but may take longer.  If an inmate is released through the court, they still have to return to the facility for the official release process.  Once an inmate’s bond or fine has been paid, the Magistrate’s Office prepares all of the release documents, which are then processed by the jail.  The jail staff can accept cash payments for traffic and minor criminal charges.  There are predetermined bond amounts, and you can check the Magistrate’s Court to find out if the offense charged is a bondable pay offense.

Conclusion

The J. Reuben Long Detention Center is the local jail facility for Horry County.   Like other local jail facilities, it serves multiple functions.  It handles pre-trial detainees, post-conviction detainees, defendants who have been convicted but are awaiting sentencing, defendants who have been sentenced to serve their sentences at the facility, and inmates being transferred between facilities or at the facility for a court date.
