The Carroll County Detention Center, is the county level detention facility for Carroll County, Maryland. It is located in Westminster, Maryland. The goal of the Carroll County Detention Center is to provide a secure holding facility for those people who are legally confined within the county.
It is a short-term detention facility, which holds different types of inmates. It holds both male and female inmates. The inmates at the facility may be there while they are awaiting trial, after they have had a trial and are waiting for sentencing, after sentencing and before being transported to another facility, there temporarily for court appearances, or even serving their sentences if they have been sentenced to 18 months or less.
The Carroll County jail provides two different types of services. It provides what it describes as custody services, which include food services, medical services, mental health services, and recreation. In addition, it also provides what it labels as additional services including: visitation, an education program, substance abuse treatment, religious services, library services, trustee programs, and home detention.
The education program provides a number of different ways for inmates to engage in continuous education. They provide General Education Degree (GED) classes, as well as Adult Basic Education (ABE) classes. ABE classes are meant to provide functional literacy and employment-readiness skills. They also received a grant from the Carroll County Public Library for basic computer training. The Library Services are provided by the Carroll County Public Library, and inmates are able to visit on a scheduled basis.
The Carroll County Detention Center provides two different types of substance abuse treatment. It provides 12 step programming through weekly Alcoholics Anonymous meetings, as well as individual and group therapy substance abuse programs. Religious programming is a large component of the jail’s outreach services for inmates. Good News Jails and Prison Ministries has a chaplain who works in the jail and coordinates the religious service and programs for inmates of all faiths. On Sundays, they have Catholic and Protestant services. On Mondays, they offer a Bible Study program.
In addition to in-facility detention, the Carroll County Jail offers some alternative programs. They have a work release program, which allows inmates to maintain or obtain employment in the community, while still serving their sentences. They have a trustee program, which allows inmates to work in the community. Trustees work with the county’s maintenance facility, parks and recreation department, landfills, the airport, and the farm museum. They provide housekeeping and general maintenance duties.
The Warden of the Carroll County Detention Center is George Hardinger. The warden is supervised by the Carroll County Sheriff James T. DeWees. Sheriff DeWees became the 58th sheriff of Carroll County on in December 2014, after retiring as a Captain from the Maryland State Police.

You can write to an inmate at the Carroll County Detention Center two ways. You can write by U.S. Postal Service, but not by other carriers. You can also email the inmate by going to https://SecureMail.AccessCorrections.com.
All incoming physical mail must contain a return address; mail without complete return addresses will be destroyed.
Inmates may receive unlimited mail. However, inmates can only receive letters in the mail. They cannot receive cards or photographs.
All incoming mail will be opened and inspected before it is given to an inmate. All non-privileged, non-legal mail has to be written on plain white paper. That paper can be lined or unlined. However, letters should be text-only. Mail must be free from artwork, stains, ink blots or drawings. Any mail that fails to comply with these standards will be returned to sender.
To email inmates from the Access Correction website, you must first register and set up an account. You have to have an active email account to set up your account with Access Corrections. After you set up an account, you can add the inmate to your recipient list. To send mail, you have to purchase message credits using a debit or credit card. The service only accepts VISA and MasterCard. If you have an account with Access Corrections or with its predecessor, Cybersuite, you do not have to establish another account, even if that account was for deposits, not emails.
The Carroll County Detention Center’s main information number is 410-386-2628. Office hours are Monday through Friday from 8am to 4pm, but there is a 24-hour answering service that takes phone calls. The Carroll County Detention Center does not have an online inmate locator service that is dedicated to the jail facility. However, there are a few ways that you can look for and find the inmates who may be detained at the Carroll County Detention Center. One way is to use the Maryland Department of Public Safety and Correctional Services Inmate Locator. That service allows members of the public to find out the housing locations of inmates who have been committed to the custody of the Commissioner of Correction. However, it is an incomplete service, and may not show inmates who have short sentences or who are no longer in custody.
In addition, the Carroll County Detention Center uses the Victim Information & Notification Everyday (VINE) system to track inmates who are at the jail. There is a national call center that is located in Louisville, Kentucky, which continuously monitors offender data and court case data, using something known as the Keystone Jail Management system. The system updates every 15 minutes. It allows victims of crime to call the VINE system and get updated victim or court information. In addition, inmates can sign up for phone calls or emails for an upcoming case or to find out if an offender has been released from jail. This auto-notification system lets registered victims know if an offender has been released. VINE is available in English or Spanish, 24 hours a day, and 7 days a week. The Carroll County Detention Center has designated visitation times. Visitation sign-up ends 30 minutes before the scheduled end of visitation time.
Visitation hours for general population are: Sunday from 6pm to 8:30pm; Tuesday from 1:00pm to 3:30pm; Wednesday from 1:00 to 3:30pm and 6:00 to 8:30pm; Friday from 1:00pm to 3:30pm; and Saturday from 1:00 to 3:30pm and 6:00 to 8:30pm. General population inmates have two 20 minute visits each visiting week. The visiting week is from Sunday through Saturday.
Visitation hours for work release inmates are Saturday from 9:00am to 11:00am and Sunday from 9:00am to 11am.
Only approved visitors on an inmate’s list can visit. Inmates may have up to 8 visitors on their approved visitor list, and can make changes to that list each month. Any changes to the visitation list must be received by the 25th of the month to be effective the following month. If your name does not appear on the visitation list, you will be unable to visit.
You must be at least 18 to visit. Minors who visit have to be accompanied by a parent or guardian, but no more than three total people can visit at any time. All adult visitors must provide photo identification.
Because cell phones or cameras cannot be used to communicate or to take photos in the visitation area, it is suggested that you do not bring them to visitation.
The Carroll County Detention Center allows inmates to make phone calls. Each housing unit has telephones; which inmates are permitted to be used from 6:00am to 11:30pm. Inmates cannot receive incoming phone calls, but can place outgoing collect-calls or make calls from a pre-paid account. The Carroll County Detention Center has an inmate commissary service, where inmates are able to purchase approved items, as long as they have sufficient funds in their accounts at 8:00am on Monday morning of the week in which they are making the purchase.
To put money in an inmate’s account, you can use the Access Corrections service. You can contact them three ways. First, you can call Access Corrections at 866-345-1884. You can visit them online at www.accesscorrections.com. You can also visit the Access Corrections Kiosk, which is located in the jail lobby. In addition to credit cards, the kiosk allows you to make cash deposits. Deposits are made immediately available for the inmates to use.
While inmates can make purchases through commissary, they are limited in the type of property that they have can have. Inmates cannot have any property that they bring in with them, except the clothes they were wearing at the time of incarceration. Other property is considered excess and must be picked-up or shipped within 14 days of arrival. An inmate fills out property release forms to arrange the release or shipment of property. Any property that is not released or shipped within 30 days is considered abandoned and may be destroyed. The exception to this is court clothing. You can drop off court clothing for an inmate at any time, except for during visitation periods. However, it must be dropped off at least seven days before a scheduled court date. Persons who drop off court clothing must show photo identification and are required to sign a waiver. The clothing will be thoroughly searched for contraband; any attempt to bring contraband into the facility can result in criminal charges.
In order to pay bond or bail for an inmate, you need to find out information about that specific inmate. To get that information, you need to contact the District Court Commissioners Office at 410-386-2384.
The goal of bond is not to punish an inmate, but to ensure that the inmate appears at trial and complies with any bond terms. Therefore, an inmate may be released without bond, with cash bond, or with a high bond amount. To determine the bond amount, the court considers several factors including the severity of the offense, the inmate’s ties with the community, and the amount of financial resources available to the defendant.
Generally, there are multiple ways to pay an inmate’s bond. If you have the funds, you can pay the full amount of a cash bond in cash. Bond paid in this way if refundable, as long as the defendant appears at trial and complies with the conditions of release.
However, if you have to hire the services of a bail bondsmen, which is a surety that guarantees bond in exchange for the payment of a fee, then the fee you pay the bail bondsmen is not refundable.
The Carroll County Detention Center cannot recommend the services of any particular bail bondsmen, but you can locate them in the Yellow Pages, online, or by contacting a defense attorney.
Inmates who are released are released at the Detention Center’s main lobby. You can call the jail to find out if the inmate has a specific release time. If there is no specific release time, inmates can wait in the lobby.

The Carroll County Detention Center is run by the Carroll County Sheriff’s Office, which is under the control of Carroll County Sheriff James T. DeWees. The jail is overseen by a warden, and the Warden of the Carroll County Detention Center is George Hardinger.
The original Carroll County jail was constructed in 1837. That jail was in operation for over 100 years, up until 1968. Then, a new jail was built adjacent to the old jail. The original capacity of the new jail was 36 beds, but that jail was expanded to a 125 bed facility in 1985.
The jail’s direction changed in 1999, when the Sheriff appointed George Hardinger as sheriff. The same year, a second addition to the jail took the total capacity to 185. In addition to adding to the regular jail, this expansion created a 50-bed Work Release and Trustee Housing Unit, as well as eight maximum security cells, and sixteen general population cells. At the end of this, there are 24,780 square feet in the jail. In 2001, the multi-purpose recreation area was turned into a temporary housing unit that added an additional 22 beds.
The Carroll County Detention Center has 92 correction officers and 15 civilian employees. These employees work together for the daily operation of the facility, as well as running the Inmate Work Release Program, a Pretrial Services program, an Inmate Addiction Program, and a GED program.
