Overview:

Kootenai County Jail, in Coeur d’ Alene, Idaho, is a local jail facility operated by the Kootenai County Sheriff’s Office.  In addition to the jail, the Sheriff’s main campus facility contains the Sheriff's Administration, Jail, Patrol, Investigations, Recreation Safety, the Pierce Clegg Work Release Center, the Office of Emergency Management, and the County Auto Shop. The Jail Bureau consists of the Custody Division and Services Division.  The Custody Division is responsible for the care and custody of incarcerated prisoners, including pre-trial detainees and post-conviction defendants who have been ordered to serve their sentences in jail facilities. The care and custody of prisoners refers to all of the daily activities involved in running the jail, including, but s not limited to, delivery of meals, ensuring appropriate housing assignments, distribution of medication, prisoner transport, delivery of incoming and outgoing mail, and random prisoner and housing area searches. The Services Division of the Jail Bureau is the division responsible for providing for the prisoners and includes: food preparation, Inmate Commissary, inmate medical treatment, the Inmate Worker Program, the Work Release Program, the Sheriff’s Community Labor Program, the Chaplain Corps, and facility maintenance.

Inmates may not receive packages, but can only receive written letters and standard photographs.  They may receive paperback books, but only from the publisher or a book store.  Inmates cannot receive magazines.  Inmates cannot receive money through the mail.

Kootenai County Jail Roster:

Kootenai County  Jail inmates are listed on a facility-specific inmate list, and included in Idaho’s VINE (Victim Information and Notification Everyday) site.  This Kootenai County Jail Roster allows you to enter in a variety of different types of information including name, offense, and demographic information, to find inmates matching that information.

Inmate Search:

Kootenai County Jail inmate locator allows you to use the inmate’s first and last name to search the Kootenai County Jail inmate roster and determine whether an inmate is incarcerated at the facility. Jail Records / Arrest Records:

The Kootenai County Jail does not maintain a separate online repository for jail records or arrest records.  However, the Kootenai County Jail Roster does contain information about inmates including arrest and charging information.  In addition, the Kootenai County Sheriff’s Department maintains a Daily Press Log that details each day’s arrests and charges. Mugshots: 

Kootenai County Jail does not maintain an online mugshot database, and its inmate list does contain mugshots or booking photos of inmates.  They do have a separate link with photographs of wanted criminals as well as a link for people with outstanding Kootenai County Jail warrants.  For additional information not available online, you can fill out a Public Records Information Request Form.

Jail Visitation:

As in all jail facilities, visitation is highly controlled at Kootenai County Jail facility. Visiting hours are from 7AM to 9PM, with no visits from 11:30AM to 12:30PM or from 5:30PM to 6:30PM.  Visits are 30 minutes in duration, and can be scheduled up to a week in advance using the lobby kiosk or by visiting the Telmate website at www.telmate.com.  Inmates can have two free visits per week; additional visits can be purchased through the Telmate site or lobby kiosks.  Additional rules for Kootenai County Jail visiting can be found at the Telmate website.

Jail Inmate Phone Privileges:

Inmates have access to phones in their housing areas for outgoing phone calls.  These phone calls must either be collect calls or debited from the inmate’s phone account.  Inmates cannot receive phone calls while in jail, and jail staff will not take messages for inmates.  You can block calls from inmates or unblock calls from inmates.  The jail phone service provider is Telmate, which can be reached at 866-516-0115 or at www.telmate.com. You can purchase pre-paid calling time through Telmate.

Inmate Trust Accounts:

Kootenai County Jail uses the Telmate system for its inmate trust accounts.  The jail does not accept cash, money orders, or bank cashier’s checks for inmate trust accounts; all deposits must go through the Telmate system.  In order to utilize Telmate system to place money on an inmate’s phone or trust accounts, you have several options.  First, you can use the Telmate Kiosk.  There are Kiosks located in the lobby of the Kootenai County Jail and in the lobby of the Pierce Clegg Work Release Center.    The Kiosks accept cash or credit/debit cards. You can also deposit phones using the internet at www.telmate.com.  You can deposit funds by phone by calling Telmate Customer Service at 866-516-0115.

Post Bail:

You can post bond in several different ways.  You can contact a bonding company or bail bondsman; you can pay a cash bond with a credit card at http://courtpay.idaho.gov; you can post cash bond using funds from an inmate trust account; you can post a cash or property bond through the Clerk of the Court during regular business hours.  If an inmate does not bond out, he can go to court where the judge may raise, lower, or leave their bond unchanged or release them on their own recognizance.  If you have additional questions about charges and bonds, you can contact Kootenai County Jail booking to ask about a specific inmate.
